Studies in Spanish American regional history have, as yet, made little attempt to incorporate the struggles for independence within the context of provincial society and politics viewed over the broader period that spans the late colonial and early national experience of Latin America. This book attempts a new perspective: it emphasises the provincial milieu and popular participation in its varied forms, often ambiguous and contradictory. The central aim is to examine social conflicts, chiefly in the Mexican provinces of Puebla, Guadalajara, Michoacán, and Guanajuato from the middle of the eighteenth century, and to assess their relationship to the widespread insurgency of the second decade of the nineteenth century.

Examination of the major recent historical examples of insurgency reveals that its main causes are to be sought not in economic deprivation but in political factors such as alien rule or foreign invasion. Nationalist and peasant-populist aspirations provided the principal motives for joining insurgent forces. The Communists succeeded in controlling insurgencies only when special historical circumstances prevailed; elsewhere the decisive control positions remained in non-Communist hands. Removing the political causes of insurgency ("crisis management") is beyond the capability of any single administrative agency, and in any case cannot be undertaken by political machinery operating from outside; but to the extent that insurgency is of nationalist or populist origins, this does not imply any fatal weakness of the U.S. security posture in relation to "undeterrable" forms of Communist aggression.

The author has discussed six insurgencies that have taken roots in India from its inception. He has gone into the details of its causes and spread as relevant to various insurgencies in different parts of India. The author has supported most of the reasons of its spread with his personal experience, having served in various capacities in these affected areas. Many scholars have written about the causes that lead to insurgencies all over the world, lessons learnt by them and remedial measures adopted by them. Regrettably, the author feels we did not learn any lessons from these. Our oldest insurgency of the Nagas in Nagaland and the Manipur Hills is still festering though ten years of a ceasefire has led to no conclusions. In Kashmir it is the Centre that triggered off the insurgency that Pakistan had failed to initiate on several occasions from 1947 to 1989. Good governance has never been achieved in any of these insurgent states with the sole exception of Tripura. We are in the throes of a Maoist Communist led insurgency in Andhra Pradesh, Chhattisgarh, Jharkhand, Bihar and part of Maharashtra. All this has been discussed in the book in detail.
