Since the dawn of the Atomic Age, nuclear experts have labored to imagine the unimaginable and prevent it. They confronted a deceptively simple question: When is a reactor “safe enough” to adequately protect the public from catastrophe? Some experts sought a deceptively simple answer: an estimate that the odds of a major accident were, literally, a million to one. Far from simple, this search to quantify accident risk proved to be a tremendously complex and controversial endeavor, one that altered the very notion of safety in nuclear power and beyond. Safe Enough? is the first history to trace these contentious efforts, following the Atomic Energy Commission and the Nuclear Regulatory Commission as their experts experimented with tools to quantify accident risk for use in regulation and to persuade the public of nuclear power’s safety. The intense conflict over the value of risk assessment offers a window on the history of the nuclear safety debate and the beliefs of its advocates and opponents. This book offers a comprehensive roadmap for determining when and how to regulate risky reproductive technologies on behalf of future children. First, it provides three benchmarks for determining whether a reproductive practice is harmful to the children it produces. This framework synthesizes and extends past efforts to make sense of our intuitive, but paradoxical, belief that reproductive choices can be both life-giving and harmful. Next, it recommends a process for reconciling the interests of future children with the reproductive liberty of prospective parents. The author rejects a blanket preference for either parental autonomy or child welfare and proposes instead a case-by-case inquiry that takes into account the nature and magnitude of the proposed restrictions on procreative liberty, the risk of harm to future children, and the context in which the issue arises. Finally, he applies this framework to four past and future medical treatments with above average risk, including cloning and genetic engineering. Drawing lessons from these case studies, Peters criticizes the current lack of regulatory oversight and recommends both more extensive pre-market testing and closer post-market monitoring of new reproductive technologies. His moderate, pragmatic approach will be widely appreciated.

Computers and their interactions are becoming the characteristic features of our time: Many people believe that the industrial age is going over into the information age. In the same way as life of the beginning of this century was dominated by machines, factories, streets and railways, the starting century will be characterised by computers and their networks.
