Winston Churchill said of democracy that it was ‘the worst form of government, except for all those other forms that have been tried from time to time.’ The same could be said of liberalism. While liberalism displays an unfailing optimism with regard to the capacity of human beings to make themselves ‘masters and possessors of nature’, it displays a profound pessimism when it comes to appreciating their moral capacity to build a decent world for themselves. As Michea shows, the roots of this pessimism lie in the idea – an eminently modern one – that the desire to establish the reign of the Good lies at the origin of all the ills besetting the human race. Liberalism’s critique of the ‘tyranny of the Good’ naturally had its costs. It created a view of modern politics as a purely negative art – that of defining the least bad society possible. It is in this sense that liberalism has to be understood, and understands itself, as the ‘politics of lesser evil’. And yet while liberalism set out to be a realism without illusions, today liberalism presents itself as something else. With its celebration of the market among other things, contemporary liberalism has taken over some of the features of its oldest enemy. The unfortunate result is that many Americans have become alienated from the liberal tradition because they believe it threatens their most sacred forms of life. This was not always the case: in American history, the relation between liberalism and religion has often been one of mutual respect and support. In Liberal Politics and Public Faith: Beyond Separation, Kevin Vallier attempts to reestablish mutual respect by developing a liberal political theory that avoids the standard liberal hostility to religious voices in public life. He claims that the dominant form of academic liberalism, public reason liberalism, is far friendlier to religious influences in public life than either its proponents or detractors suppose. The best interpretation of public reason, convergence liberalism, rejects the much-derided "privatization" of religious belief, instead viewing religious contributions to politics as a resource for liberal political institutions. The Cold War roots of liberalism’s present crisis By the middle of the twentieth century, many liberals looked glumly at the world modernity had brought about, with its devastating wars, rising totalitarianism, and permanent nuclear terror. They concluded that, far from offering a solution to these problems, the ideals of the Enlightenment, including emancipation and equality, had instead created them. The historian of political thought Samuel Moyn argues that the liberal intellectuals of the Cold War era—among them Isaiah Berlin, Gertrude Himmelfarb, Karl Popper, Judith Shklar, and Lionel Trilling—transformed liberalism but left a disastrous legacy for our time. In his iconoclastic style, Moyn outlines how Cold War liberals redefined the ideals of their movement and renounced the moral core of the Enlightenment for a more dangerous philosophy: preserving individual liberty at all costs. Currently, liberal democracy is threatened by authoritarian movements, not just in the United States but also in societies around the world. The liberal arts arrests authoritarian tendencies by advancing what it shares with the citizens of a liberal democracy: autonomy and freedom. Autonomy is the capacity to make reasoned decisions about a host of political, social, and personal matters—independent of external parties who seek to control our lives for the sake of their ends and at the cost of our freedom. But autonomy depends on people being able to enter into discussions—what I call discourses of mutual respect—designed to test ideas in public against facts and good reasons. This discourse is facilitated by an enlarged culture through which individuals identify what they hold in common and by which individuals work to understand their differences. Now, authoritarian regimes reject autonomy because it empowers citizens to designate the boundaries and content of political authority. Liberal democracies, in contrast, embrace autonomy because it is the basis for the political institutions that provide civic equality—and through it—the freedom of citizens to control their destiny. Yet, ironically, an enlarged culture and the discourse of mutual respect that, together, sustain autonomy are not likely to be produced within a highly partisan political atmosphere of a liberal democracy. Still, a liberal democracy is open to the importation of these elements from the liberal arts. Thus, saving liberal democracy from authoritarianism depends on a robust liberal arts presence in society. What reforms of the liberal arts are needed to make this objective possible? Much rides on the answer to this question. For the fact is that if the liberal arts recedes to a whisper, liberal democracy is likely to be defeated by the authoritarian’s bluster-filled and always nihilist roar.
