1.1 Zum Problemzusammenhang der Untersuchung Die hier vorgelegte empirische Untersuchung befaßt sich mit einem Phänomen, das zwar von eminenter wirtschafts- und sozialpoliti scher Bedeutung ist, über dessen empirische Struktur aber - trotz einer Reihe von in letzter Zeit veröffentlichten Arbeiten nur wenig bekannt ist: die Schattenwirtschaft. Der Begriff Schattenwirtschaft'" zielt auf ökonomische Akti vitä ten, die außerhalb des formellen, des statistisch erfaßten, hochgradig organisierten und reglementierten offiziellen Wirtschaftsgeschehens ablaufen. Hierbei handelt es sich auf der einen Seite um legale unentgeltliche produktive Tätigkeiten, um Arbeit in der erwerbs arbeitsfreien Zeit, um Konsumarbeit, um Nachbarschaftshilfe, auf der anderen Seite um bezahlte und absichtlich verheimlichte illega le Aktivitäten, um unerlaubte "Geschäfte" im Rahmen der regulären Arbeitsbeziehungen, um Schwarzarbeit. Beide Typen schattenwirtschaftlicher Leistungserstellung haben für die privaten Haushalte in den letzten 15 jahren so wird angenommen zunehmend an Bedeutung gewonnen. Zwar hat die offizielle Arbeitszeit in der Bundesrepublik seit den 50er jahren kontinuierlich ab- und der frei verfügbare Teil des Tages - die Freizeit - entsprechend zugenommen (1), doch arbeiten die Bundes bürger nicht weniger. Vielmehr wird die Freizeit verstärkt für produktive Tätigkeiten, für "Freizeitarbeit" (2) genutzt; auch alternative, oftmals halboffizielle sowie illegale Formen der Schat tenarbeit erleben offenbar einen regelrechten Boom (3).

The Encyclopedia provides a detailed and comprehensive account of the subject known as public choice. However, the title would not convey suf- ciently the breadth of the Encyclopedia’s contents which can be summarized better as the fruitful interchange of economics, political science and moral philosophy on the basis of an image of man as a purposive and responsible actor who pursues his own objectives as efficiently as possible. This fruitful interchange between the fields outlined above existed during the late eighteenth century during the brief period of the Scottish Enlightenment when such great scholars as David Hume, Adam Ferguson and Adam Smith contributed to all these fields, and more. However, as intell- tual specialization gradually replaced broad-based scholarship from the m- nineteenth century onwards, it became increasingly rare to find a scholar making major contributions to more than one. Once Alfred Marshall defined economics in neoclassical terms, as a n- row positive discipline, the link between economics, political science and moral philosophy was all but severed and economists redefined their role into that of ‘the humble dentist’ providing technical economic information as inputs to improve the performance of impartial, benevolent and omniscient governments in their attempts to promote the public interest. This indeed was the dominant view within an economics profession that had become besotted by the economics of John Maynard Keynes and Paul Samuelson immediately following the end of the Second World War.

Illicit work, social security fraud, economic crime and other shadow economy activities are fast becoming an international problem. This second edition uses new data to reassess currency demand and the model approach to estimate the size of the shadow economy in 151 developing, transition, and OECD countries. This updated edition argues that during the 2000s the average size of the shadow economy varied from 19 per cent of GDP for OECD countries, to 30 per cent for transition countries, to 45 per cent for developing countries. It examines the causes and consequences of this development using an integrated approach to explain deviant behaviour that combines findings from economic, sociological, and psychological research. The authors suggest that increasing taxation and social security contributions, rising state regulatory activities, and the decline of the tax morale are all driving forces behind this growth, and they propose a reform of state public institutions in order to improve the dynamics of the official economy.
