Excerpt from School Efficiency, 1913: A Constructive Study Applied to New York City, Being a Summary and Interpretation of the Report on the Educational Aspects of the School Inquiry During the year 1911-1912 I was placed in charge of the educational aspects of the school inquiry undertaken by the Committee on School Inquiry of the Board of Estimate and Apportionment of the City of New York. The inquiry covered thirteen months in all - from June 1, 1911, to July 1, 1912. My report in its final form consisted of two parts: Part I comprising the Letter of Transmittal, the necessary Introduction to the entire report, and "The Report as a Whole" - the unification and interpretation of all the work done on the educational aspects of the School Inquiry, including summaries of our principal findings and recommendations; and Part II, consisting of the several reports of my associates on their separate fields of inquiry. Part I is reproduced in the present volume without change in substance and with only one considerable (but unimportant) change in form, namely, the transference of the statistical portion of the Introduction to an appendix. Most of the first drafts of the reports of my associates could not be ready for the printer before the last week in June, 1912; and as our work in New York was to cease on July 1st, it was impossible for me to prepare "The Report as a Whole" before that date. It was manifestly desirable, however, to have our principal findings and recommendations easily accessible and in as brief a compass as possible. Accordingly, at my suggestion, my associates and I prepared digests of their reports at the time when their reports first went to the printer. These digests together constituted what we called a "Joint Report," and formed a considerable portion of Part I of my report as originally submitted to the Committee. The History of Educational Administration Viewed Through Its Texts provides the reader a history of the development of the professional field of educational administration. From the Common School Era of the 1840s through the Era of Accountability in 2000, leaders of the profession wrote textbooks to both inform and instruct those desiring to follow in their footsteps. Historical leaders such as Elwood Cubberley, George Strayer, George Counts, and Jesse Sears are identified, and the ways in which their work influenced the profession and the public schools is examined. The various management themes running through the practice of educational administration over a 150-year period are also discussed. Among these themes is the administrator as a: philosopher and manager of virtue, scientific manager, executive, transformational leader, instructional leader in a time of high stakes accountability. The schools of "thought" affecting the preparation of education administrators is also discussed in the framework of general educational administration textbooks. The early textbooks written by the "grandfathers" were compendiums of "best practice" later eclipsed in the 1960s by a "theory movement" to make practice more scientific. This "new movement" was based on research in the social and behavioral sciences. The "theory movement" presently seems to be giving way to a return of textbooks being compendiums of best practice based on "professional" standards. Lastly, an exploration of the development and impact the specialization of the field has had on both textbooks and practice is included. The splintering of the educational administration professorate into finance, law, policy, personnel, and other specialties has had a profound impact on textbooks and practice. The development of standards dictating certification and licensing has also been influenced by specialization as opposed to general preparation.
