One of the major problems facing practitioners and scientists working with water management is how to integrate knowledge and experiences from scientific, policy and stakeholder perspectives. In this book this science-policy-stakeholder interface (SPSI) is examined both analytically and through the description of practical experiences from river basins in Europe, India and South-East Asia. These include the Tungabhadra (India), Sesan (Vietnam/Cambodia), Tagus (Spain/Portugal) and Glomma (Norway), which particularly highlight issues associated with pollution, severely altered river flows and transboundary conflicts. Following two chapters which lay the framework for the book the authors describe how SPSI was managed in the case study basins and how stakeholder participation and scenarios were used to integrate different perspectives, and to facilitate the communication of different forms of knowledge. Four important aspects of water management and SPSI are then discussed; these are water pollution, land and water interaction, environmental flow and transboundary water regimes. Short descriptions of the case study rivers are provided together with analyses of how SPSI was managed in water management in these basins and policy recommendations for the basins. The book concludes by providing a series of recommendations for improving the science-policy-stakeholder interface in water management. It represents a major step forward in our understanding of how to implement integrated water resources management.

Recent discussions among scientists and policy-makers have highlighted that knowledge generated by many research and demonstration projects is not reaching policymakers in an efficient way. Conversely, the consideration of research results by the policy making community is not straightforward, and difficulties arise in integrating the latest research developments in legislation. The difficulty is enhanced by the fact that the policy-making community is not defining its role as "client" sufficiently well and the dialogue and communication channels are far from ideal to ensure an efficient flow of information. An increasing number of experts consider that improvements could be achieved through the development of a "science-policy interface" so that R&D results are synthesised in a way to efficiently feed policy implementation and that short, medium and long term research needs may be identified. This book examines the issue of integrating science into policy, with an emphasis on water system knowledge and related policies. An important feature of the book is the discussion of science-policy interfacing needs, illustrated by examples from authors from different countries in relation to water system management. This publication is timely in that the science-policy interfacing is now identified as a key challenge worldwide with regard to integrated water resource management, and therefore the book will be of great interest to scientists, water managers and stakeholders. Readers will also benefit from a better understanding of the needs, benefits and drawbacks of an established transfer mechanism of scientific outputs to policies.

This report assesses the current trends, drivers, obstacles, mechanisms, impacts, costs and benefits of stakeholder engagement in the water sector. It builds on empirical data collected through an extensive survey across 215 stakeholders, within and outside the water sector, and 69 case studies collected worldwide. It highlights the increasing importance of stakeholder engagement in the water sector as a principle of good governance and the need for better understanding of the pressing and emerging issues related to stakeholder engagement. The science–policy interface is critical to the design and implementation of water policies. In theory, scientists provide policy makers with robust facts and data that can help guide decision making, and lessons from the political economy of reforms can push scientific boundaries further to trigger further research for wise solutions. While evidence-based policy is obviously desirable, in practice such a connection is not always straightforward. Another assumption behind the science–policy gap is the discrepancy between scientists and policy makers in terms of culture, process, timing, language and expected outcome. This book tries to reconcile this discrepancy through a multi-stakeholder approach to authoring its different articles. This joint initiative between the OECD – particularly its Water Governance Initiative – and the International Water Resources Association seeks to provide a canvas for grounding water policy in science, and vice versa. The objective of this book, devoted to the OECD Principles on Water Governance, is to use the OECD Principles as a common thread across the articles to draw lessons from theoretical work and practical experiences in water governance reforms; but also to only feature papers authored by groups of diverse stakeholders from different institutional backgrounds. The strategy and methodology for improved IWRM project, (STRIVER) has developed interdisciplinary methods to assess and implement IWRM. Based on the development of a multidisciplinary knowledge base assessment in all case studies (policy, social and natural sciences) and an early stage development of IWRM conceptual framework, this book investigates IWRM in the four selected twinned catchments covering six countries in Europe and Asia. Twinning activities based on a problem-based approach have been performed in four case river basins: Tunga Bahdra (2 states in India), Sesan (Vietnam/Cambodia), Glomma (Norway), Tejo/Tagus (Spain/Portugal). The problems covered are water regimes in transboundary regulated rivers; environmental flow; land and water use interaction; and pollution under the IWRM framework. The research used sub-basins of each river basin in all cases to allow more detailed studies and easier integration of all stakeholders, for transferability purposes. In an increasingly global community of researchers and practitioners, new technologies and communication means have made the transfer of policies from one country or region to another progressively more prevalent. There has been a lot of attention in the field of public administration paid to policy transfer and institutional transplantation. This book aims to create a better understanding of such transfers in the water management sector. These include the adoption of modern water management concepts, such as integrated water resources management and forms of water governance, which are strongly promoted and sometimes also imposed by various international organizations. Transfers also occur within the scope of development aid or for the purpose of creating business opportunities. In addition, many research organisations, consultancies and governmental agencies are involved in cross-border work. The purpose of this book is therefore to present practical examples of the transfer of modern water management from one locality to another and to critically discuss the transferability of policy and governance concepts by analysing the contextual needs and factors. Case studies are included from North America, Europe, the Middle East and Asia. It is argued that in many cases context matters in water management and that there is no panacea or universal concept that can be applied to all countries or regions with different political, economic, cultural and technological contexts. Yet it is also shown that some countries are facing pressing and similar water management issues that cut across national borders, and hence the transfer of knowledge may be beneficial.
