In recent years, the transformation of devices and systems into intelligent, interconnected entities has given rise to concepts widely recognized as the Internet of Things (IoT) and cyber-physical systems (CPSs). The integration of social networks with CPSs leads to an innovative paradigm known as cyber-physical-social systems (CPSSs). The CPSS, harmonizing the cyber, physical, and social spaces, constitutes the next evolution of intelligent systems. It is founded on the integration of embedded systems, computer networks, control theory, and sensor networks. A typical CPSS is comprised of sensors, controllers, actuators, and communication networks. Its salience is found in the seamless connection of physical devices to the Internet and social networks, thereby imbuing these devices with capabilities such as computation, communication, precise control, remote coordination, and autonomy. The applicability of CPSS spans diverse fields, including intelligent transportation systems, telemedicine, smart grid technology, aerospace, smart home appliances, environmental monitoring, intelligent buildings, defense systems, and weaponry. In June 2016 the National Academies of Sciences, Engineering, and Medicine convened the Workshop on Encryption and Mechanisms for Authorized Government Access to Plaintext. Participants at this workshop discussed potential encryption strategies that would enable access to plaintext information by law enforcement or national security agencies with appropriate authority. Although the focus of the workshop was on technical issues, there was some consideration of the broader policy context, and discussion about the topics of encryption and authorized exceptional analysis frequently addressed open policy questions as well as technical issues. Emerging alongside the widespread adoption of networked information technologies, cybersecurity incidents represent a significant threat to our common well-being. The institutional construct of a Computer-Emergency Response Team (CERT) began to evolve thirty years ago as a response to security incidents in the nascent Internet. This book, Next Generation CERTs, presents papers arising from the NATO Advanced Research Workshop “New Generation CERT: from Response to Readiness - Strategy and Guidelines”, held in Chiavari, Italy, from 28 - 30 March 2017. The workshop enabled 38 leading experts from NATO members and affiliate states to discuss the limitations of current CERTs and identify the improvements that are likely to shape the CERTs of the future. After the workshop, participants were invited to submit the papers included here. The book is divided into 3 main sections: state of the art; next generation CERTs; and the experience of CERTs. A number of approaches are covered – technical, tactical, strategic – which could be applied to both civilian and military environments. Providing an insight into the likely future development of CERTs, the book will be of interest to all those involved in the field of cybersecurity.
