Elena Atanassova-Cornelis, Yoichiro Sato, Tom Sauer, and their contributors examine the implications of the shifts in power for the regional security order, as the longterm relative decline of the US standing in the global hierarchy of power is more pronounced than ever due to the challenges it faces from the rising China in Asia and the reviving Russia in Europe. The world is in disarray, and the balance of power is shifting, which results in enhanced tensions and wars, including on the territory of Europe. The complexity of the international order that prevails today possibly misleads us toward viewing everything in terms of a bipolar competition, as predicted by systemic-level realism. While membership of the multilateral NATO Alliance expands in Europe in light of the ongoing Russian invasion of Ukraine, China’s assertive behavior in Asia has produced numerous strategic alignments that are short of a formal alliance involving Asian states, the US, and European countries. ‘Hedging’ strategies are commonly found in Asian states’ approaches to security, working against the bifurcation of powers. Contrarily, European entries into alignments in the ‘Indo-Pacific’ have demonstrated the inseparability of security in Asia from security in Europe through the shared thread of ‘engaging the US’. Whether China defines its challenge against the US in regional or global terms also has differing implications for the evolution of the international system. This book, with contributions by Asian, European, and North American experts, provides an overview of the two regions’ differing alignment paths in comparative and inter-regional perspectives. The book is a valuable resource for academics, researchers, practitioners, and policy analysts interested in European and Asia-Pacific security, as well as international and regional security issues.

Post-Cold War China-Russia strategic cooperation has displayed significant development and become an increasingly important factor in contemporary international politics. However, there has been no theory-grounded framework and corresponding measurements that would allow an accurate and systematic assessment of the level of China-Russia alignment and its progress over time. How closely aligned are China and Russia? How to define and measure strategic alignments between states? This book bridges area studies and International Relations literature to develop a set of objective criteria to measure and explain the development of strategic alignment in post-Cold War China-Russia relations. It establishes that on a range of criteria, China-Russia alignment is moving towards a full-fledged alliance. It is solid and comprehensive and continues to show a consistent incremental upward trend. There are strong structural incentives for furthering the China-Russia alignment, and there is little that might hinder the effective functioning of a China-Russia alliance. The alignment framework developed in the book can be applied to other cases of interstate strategic cooperation to facilitate comparisons between different strategic alignments.

Awakening to China's Rise provides the most comprehensive analysis to date of how Europe's major powers have responded to the re-emergence of China as a great power in world politics since the end of the Cold War. To do so, it puts forward a unique cross-regional comparison of how the major European powers (France, Germany and the United Kingdom) have confronted Chinese assertiveness both in the Asia-Pacific and in Europe. Firstly, it analyses their response to China's increasingly muscular regional posture in the Asia-Pacific through the development of diplomatic and security initiatives with partners in the region. Secondly, it delineates how they have confronted China's inroads into Europe, looking at the measures that they have taken to tackle Chinese investments in, and supply of, technologies in strategic sectors such as critical national infrastructures, dual-use technologies, and in the digital domain, including Huawei's 5G networks. A longstanding assumption in the IR literature has been that European foreign policies toward the People's Republic of China have been driven by a 'naïve' and self-interested focus on the economic opportunities presented by such a vast market, overlooking security considerations. This book challenges such common belief through a detailed examination of the policies of France, Germany and the United Kingdom from 1989 to the present. Its central argument is that, whereas this assessment aptly characterized the first two post-Cold War decades, Beijing's growing assertiveness after 2009 caused the three major European powers to awaken to China's rise. In the 2010s, heightened threat perceptions of China, coupled with increasingly competitive bilateral economic relations with the PRC, have gradually and cumulatively caused the hardening of their policy goals which, in turn, translated into the formulation of new policy instruments to confront such a challenge. To substantiate this argument, the book relies on a large body of previously undisclosed primary sources, including: 223 interviews conducted with senior officials in Europe (Berlin, Brussels, London, Paris), in the United States (Washington DC), and in Asia (Beijing, Shanghai, New Delhi, Seoul); declassified archival documents from France, the UK and Germany; leaked US diplomatic cables; and new data on European naval deployments.
