While US-centred bilateralism and ASEAN-led multilateralism have largely dominated the post-Cold War regional security architecture in the Indo-Pacific, increasing doubts about their effectiveness have resulted in countries turning to alternative forms of cooperation, such as minilateral arrangements. Compared to multilateral groupings, minilateral platforms are smaller in size, as well as more exclusive, flexible and functional. Both China and the US have contributed to minilateral initiatives in the Indo-Pacific. In the case of the former, there is the Lancang-Mekong Cooperation mechanism—involving China, Cambodia, Laos, Myanmar, Thailand and Vietnam—established in 2015. In the case of the latter, there has been a revival of the Quadrilateral Security Dialogue in 2017—involving the US, Australia, Japan and India. This book examines the rise of these arrangements, their challenges and opportunities, as well as their impact on the extant regional security architecture, including on the ASEAN-led multilateral order. This book discusses the partnership between the US and India in the Indo-Pacific region, which also serves as an engine for the Quad alliance of the US, India, Japan, and Australia. It investigates the multilateral efforts taken by the Quad and its effects on changing, reforming, or establishing a new regional security complex against China in the Indo-Pacific. The theory employed by the author is based on a novel construct of Heterarchical Regional Security Complex (HRSC), which refers to a de-centralized principle of power distribution; that is, power is not concentrated in a particular element but rather diffused within the entire structure. When merged with the Regional Security Complex (RSC) Theory, it presumes the creation of such a security complex in which all members have roughly equal power. This book unravels how the Quad can operate as an HRSC in balancing against China’s growing hold in the region. It is supplemented by the Balance of Threat framework to discuss the functioning of Quad from a minilateral perspective with a heterarchical overlay. Besides Quad, this book also focuses on the blooming partnership between the US and India since the turn of the century (2007–2020). The world is in disarray, and the balance of power is shifting, which results in enhanced tensions and wars, including on the territory of Europe. The complexity of the international order that prevails today possibly misleads us toward viewing everything in terms of a bipolar competition, as predicted by systemic-level realism. While membership of the multilateral NATO Alliance expands in Europe in light of the ongoing Russian invasion of Ukraine, China’s assertive behavior in Asia has produced numerous strategic alignments that are short of a formal alliance involving Asian states, the US, and European countries. ‘Hedging’ strategies are commonly found in Asian states’ approaches to security, working against the bifurcation of powers. Contrarily, European entries into alignments in the ‘Indo-Pacific’ have demonstrated the inseparability of security in Asia from security in Europe through the shared thread of ‘engaging the US’. Whether China defines its challenge against the US in regional or global terms also has differing implications for the evolution of the international system.
