Financial planning for education is a difficult task as schools struggle for a share of diminishing tax resources. The presentation of school budgets for voter approval must be done as effectively as possible. When presenting budgets, administrators should take into account that the public has a low tolerance for detail, budgets are boring, a well informed public is more positive, presentation materials should be attractive and brief, support groups are needed, and the media should be used wisely. The most important component of the process is the presentation of the budget support material. Fifteen suggestions for presenting budget proposals to the public are provided. The printed budget should be attractive, be self-explanatory, answer the public's questions, use graphics and easily understood tables, and use clear uncluttered prose. The author provides an example of a "bird's eye" budget that is easy to read, understandable, and inexpensively produced. A checklist for assessing a school's budget presentation is provided. Selling budgets in difficult times is hard work that takes careful planning and thorough understanding of demographics, social climate, and financial capabilities. (MD)

Communicating effectively with parents and the wider community is important to schools for a number of reasons. Community members are more supportive of schools that they feel they understand, and the significant role parents play in their children's education can only be affected by the schools if effective communication exists. Four methods of communication are especially useful with groups of parents: newsletters, open houses, handbooks, and parent organizations. Communicating with parents individually may involve parent-teacher conferences, home visits, interviews, and phone calls or letters. Efforts to inform parents should be continued through their children's secondary school years because parental interest remains high even though their active participation is often reduced. Effective use of the kinds of communication covered here can serve as a starting point for broader school-community relations efforts. These efforts include soliciting citizen involvement as volunteers in the schools and developing partnerships with community businesses. Resource materials providing useful information on various aspects of school-community relations are cited throughout this publication. (PGD)

The purpose of this practical guide is to increase the awareness of both educators who are responsible for building school partnerships and corporate leaders as to how school partnerships can contribute to education. Kinds of school/business partnerships are discussed, and the services provided by partners are listed. These steps in establishing and maintaining partnerships are then outlined: planning, organizing, implementing, and evaluating. Samples and examples are provided. Organization of an education foundation is also described, and sources of more information on organizing and managing them are cited. An appendix provides a list of corporations or professional organizations involved in partnerships (and their addresses) and a brief description of the activities they sponsor. A bibliography is included. (YLB)
