The Road to Intervention (1988) uses rarely-seen British government papers to analyse the position of the Allied and Russian governments in the last year of the First World War, as the Russian revolution ended their participation in the war and the Western Allies feared a huge German offensive in France in consequence. The British government called for intervention in Russia; Trotsky played off the British against the Germans; the French and British were at loggerheads over the Czech Legion; and the Americans and Japanese argued over intervention in Siberia.

Over the centuries, societies have gradually developed constraints on the use of armed force in the conduct of foreign relations. The crowning achievement of these efforts occurred in the midtwentieth century with the general acceptance among the states of the world that the use of military force for territorial expansion was unacceptable. A central challenge for the twenty-first century rests in reconciling these constraints with the increasing desire to protect innocent persons from human rights deprivations that often take place during civil war or result from persecution by autocratic governments. Humanitarian Intervention is a detailed look at the historical development of constraints on the use of force and at incidents of humanitarian intervention prior to, during, and after the Cold War.

Two major features of international relations at the beginning of the 21st century are global governance and the rise of China. Global governance, advocating global norms, requires intervention into sovereign domains in defiance of those norms. However, an ascendant China adheres to a classic stance on sovereign integrity which prohibits such intervention. Whether or not China will ultimately Sinicize global governance or become assimilated into global norms remains both a theoretical and a practical challenge. Both challenges come from China’s alternative style of global governance, which embodies the doctrine of 'balance of relationship,' in contrast with the familiar international relations embedded in ’balance of power’ or ’balance of interest.’ An understanding of China’s intervention policy based upon the logic of balance of relationship is therefore the key to tackling the anxiety precipitated by these theoretical as well as practical challenges.
