In 2001, the Food and Agriculture Organization of the United Nations (FAO) and the World Health Organization (WHO) agreed to develop specifications for pesticides jointly, thus providing unique, robust and universally applicable standards for pesticide quality. This joint programme is based on a memorandum of understanding between the two organizations. This 2024 first edition of the Manual on development and use of FAO and WHO specifications for microbial pesticides, which is only available online, supersedes any previous manuals and guidance documents published by either FAO or WHO on this subject. This manual provides the standard process, unified requirements and procedures, harmonized definitions and nomenclature, technical guidelines and standards applicable to microbial pesticides for use in agriculture and public health. FAO and WHO specifications for microbial pesticides based on this manual are developed through the FAO/WHO Joint Meeting on Pesticide Specifications (JMPS) and published on the web sites of the two organizations.

My professional interest in antimicrobial agents and contamination control goes back 50 years to my tour as a microbiologist in a field hospital in Europe during World War II. With no experience and relying solely on a military handbook, I prepared thermometer trays with jars of blue bichloride of mercury and pink isopropyl alcohol. A preliminary typhoid diagnosis of one of our cooks resulted in the need for lab testing. His stool specimen and its subsequent disposal was my problem. My handbook said bum it. So burn it T did, in a five-gallon can with gasoline. Flames shot up almost six feet, and my next mistake was to extinguish them with carbon tetrachloride. This resulted in the production of lethal phosgene gas. The hospital had a near disaster. I could say that at that moment I vowed to write a how-to book so that such stupidities could be avoided. Nevertheless, when I was offered the opportunity to edit this book I thought back on the need for a real, practical treatment of my subject. This book, then, is a practical handbook for technical service personnel and scientists who are not necessarily specialists in microbiology. It provides information on suitable antimicrobial agents appropriate to their particular problem-solving needs and information on the microbial groups contributing to the specific problem, their ecologies, and strategies for controlling their access to the area or material of interest.

The purpose of this Code of Conduct is to provide guidance on different phase-out options to a country’s government authorities and other stakeholders where they have decided to remove (or ban) a pesticide product from their market, and guide on the development and implementation of a phase-out plan for risk reduction. Therefore, the starting point of the guidance is when the regulatory authority identifies the potential need to remove a pesticide product or active ingredient. This guidance also includes the case of a voluntary pesticide withdrawal by a pesticide registration holder. The guidance describes different aspects that need to be considered when deciding on a suitable phase-out strategy. It also provides guidance on how to select appropriate strategies for the planning and implementation of risk reduction and risk communication plans. National plans and strategies will largely depend on a country ́s legal and regulatory context, the hazard, and risks of the pesticide, as well as on the country’s capacities to implement the phase-out elements.
