For 2 decades after the People's Republic of China (PRC) was established, there was no question that the People's Liberation Army (PLA) had a central role in shaping China's security and foreign policy. Indeed, the PLA also was a major actor in domestic policy. The new leaders that took over China in 1949 all came from the military or Communist Party cadre who fought the Nationalists from 1927 through the Anti Japanese War, and then fought the final battles of the civil war. At the local, provincial, and national level, the Party, the Army, and the government were almost synonymous. The PLA's influence in national policy declined in subsequent decades, however. Today, one must carefully count the number of senior leaders with military connections in the Communist Party Politburo to debate the extent of PLA influence in China. In 1950, when the Chinese forces poured across the border into the Korean War, there was no doubt that the PLA was a principal actor in shaping the security environment in China. The same is true of the PLA's actions in the Sino-Indian War and in the Cultural Revolution, when the military restored order. In Africa, PLA Railway Engineer Corps troops advanced China's interests with projects like the Tan- Zam Railway. During the American involvement in Vietnam, some 50,000 PLA troops deployed to North Vietnam and Laos in support of China's political and security interests. In 1979 and again in 1989, the generation of PLA veterans in the central Chinese government turned to the military. The numbers of military personnel in the National People's Congress and the leading bodies of the Communist Party today, however, are far lower than they were in the first few decades of the PRC's existence. This volume is an attempt to characterize the way that the PLA shapes, and is used by the government to shape, China's security environment. The military clearly is not as central an actor as it was in the past. The editors and the authors attempted in this volume to characterize the extent to which the PLA shapes the domestic, regional, or global security environment to meet China's interests. We asked each of the contributing authors to examine a series of questions as he or she addressed the topic:* How does the PLA function as an actor in China's security and foreign policies?* Is the PLA the principal actor in policy formulation, or does it provide support for foreign policy and security initiatives?* At what point in the policy process does the PLA interact with the various central Party and government "leading groups" that decide foreign and security policies?* Is the PLA shaping the security environment through such mechanisms as defense exchanges, arms sales, visits by senior officers, student officer exchanges, or military exercises?* Is there a clear security or foreign policy agenda in specific geographic regions attributable to the PLA?The short answer to these questions is that the PLA remains an important actor and factor in shaping the international and domestic security environment for the central leadership. Clearly, the military is not the central player that it once was. Rather, the PLA is one of a number of foreign policy and security actors, and it responds to the Politburo Standing Committee and Central Military Commission, whose members are no longer almost exclusively military veterans. This book is not all inclusive of the world, or all of the international activities by the PLA. The authors cover the domestic landscape in China and the state of civil-military relations. The book also explores how the PLA assesses U.S. military actions, the strength of the U.S. military, and the situation in and around the Taiwan Strait. For Asia, the book assesses the PLA's posture with respect to South Asia, Southeast Asia, Japan, and Korea.

While there is abundant literature discussing non-traditional security issues, there is little mention of such issues existing in the South China Sea. This area is vulnerable to natural hazards and marine environmental degradation. This area is also threatened by piracy and maritime crimes but law enforcement becomes difficult due to unclear maritime boundaries. This study offers over 600 selected quotations from the writings of over 200 Chinese authors published from 1994 to 1999. Analysis and interpretation are kept to a minimum so that the Chinese may speak for themselves. Many Chinese scholars assisted with this study by providing hard-to-get books and articles unfamiliar to most Westerners. Half the authors were interviewed in China. They explained some of the viewpoints in recent debates about the future security environment. Debates in China are generally concealed, and frequently authors pretend they do not exist. However muted they may be, China's debates about the future nevertheless exist and merit attention if we are to understand the premises of China's national strategy and set a baseline from which to measure any future change in these premises.

China is placing increasing emphasis on military diplomacy to advance its foreign policy objectives and shape its security environment. Military diplomacy is part of broader Chinese foreign policy efforts to create a favorable international image, develop soft power, and shape international discourse. Other objectives include shaping China's security environment, collecting intelligence, and learning from advanced militaries.The People's Liberation Army (PLA) seeks to forward strategic and operational goals through a variety of interactions with foreign military partners, including senior-level visits, security dialogues, nontraditional security cooperation, military exercises, functional exchanges, and port calls.Chinese security cooperation also includes arms sales (conducted by state-owned arms manufacturers), internal security assistance (provided by the Ministry of State Security and Ministry of Public Security), and advice on Internet censorship and control.Military diplomacy is subordinate to and intended to serve national foreign policy objectives, which determine the relative priority the PLA places on regions and individual countries.Military diplomacy is managed in a top-down manner, with the Chinese Communist Party (CCP) Central Committee dictating broad foreign policy goals and the Central Military Commission (CMC) determining specific activities for various parts of the PLA.The goal of building stronger bilateral relations with key partners means that the PLA must adapt its planned program of bilateral military activities to accommodate the preferences and constraints of its foreign partners.Efforts to shape the security environment can include concealing or downplaying specific military capabilities, highlighting the contributions a stronger PLA can make to regional and global security, and displaying capabilities to deter or intimidate potential adversaries. Since 2010, shaping efforts have placed greater emphasis on displaying capabilities rather than concealing them.The PLA engages in nontraditional security cooperation with a range of partners to demonstrate that a stronger PLA can play a positive regional security role.The PLA has begun to participate in more combat-related exercises and competitions with Russia and Central Asian countries. The PLA has pushed to engage in "traditional" security cooperation with the U.S. military, but the United States has been reluctant to conduct exercises that might improve PLA combat capabilities.PLA military diplomacy is focused primarily on major powers such as Russia and the United States and on Asian countries on China's periphery. Most PLA diplomatic activity consists of senior-level meetings carried out by the Defense Minister, the Chief of General Staff(now Chief of the Joint Staff), and the Deputy Chief of General Staff (now Deputy Chief of the Joint Staff) who handles foreign affairs and intelligence.
