The main goal of this book is to put urbanization and its challenges squarely on Africa’s development agenda. Planned urbanization can improve living conditions for the majority, help in the expansion of the middle class, and create conditions for economic transformation. However, many African cities have developed haphazardly, resulting in the decline of public services, in slum proliferation, and increases in poverty. African cities thrive on activities characterized by easy entry and low productivity, generally referred to as the "informal sector". Indeed, today some urban dwellers are poorer than their cousins in the countryside. In spite of reform attempts, many governments have not been able to create an enabling environment, with adequate infrastructure and institutions to sustain markets for easy exchange and production. This study argues that with careful policies and planning, the situation can be changed. If the recent natural resource-led economic boom that we have seen in many African countries is used for structural reforms and urban renewal, African cities could become centers of economic opportunity. The challenge for African policymakers is to ensure that urban development is orderly and that the process is inclusive and emphasizes the protection of the environment, hence green growth.

Natural and human-induced environmental hazards are becoming increasingly prominent. The frequency of recorded natural disasters rose markedly during the last century, from about 100 per in the years up to 1940 to nearly 2800 during the 1990s. Africa is the only continent whose share of reported disasters has increased over the past decade. Several factors contribute to Africa's high vulnerability to disasters. These include the high rate of population growth, food insecurity, high levels of poverty, inappropriate use of natural resources, and failures of policy and institutional frameworks. Despite the huge negative impact of natural and human-induced hazards on Africa's development, little is done to prevent them. Disaster prevention contributes to lasting improvement in safety and sustainable livelihoods and is essential as part of integrated disaster management strategies. The provision of effective scientific input to policy formulation on various issues related to hazards and disasters is an ambitious undertaking. It requires the collaborative effort of the African scientific community to develop comprehensive long-term strategies and human capacity-building initiatives that will enable science to benefit society.

For millions of Africans, the social situation is dire. Over half of the population of Sub-Sahara Africa do not have access to improved sanitation facilities, and about a quarter are undernourished. Rapid transformation processes occur in the Majority World, where most of the global population is living (estimated around 3⁄4 of the global population), often deprived of access to infrastructure, services, exposed to hazards and degrading environmental conditions. The continuous urbanization in many African, Asian and Latin American cities is coupled with rapid socio-economic and demographic changes in urban, peri-urban, and rural areas. These changes often increase socio-economic fragmentation and existing disparities. According to the United Nations, of the 36 fastest growing cities (with an average annual growth rate of more than 6%), seven are located in Africa, while 28 are found in Asia. On top of the socio-economic transformations, the increasing impact of climate change is expected to increase local vulnerabilities. However, data to understand these transformation processes and relationships are either unavailable, scarce or come with high degrees of uncertainty. Earth Observation information and methods have a great potential to fill data gaps, but they are not exploited to their full potential. Most urban remote sensing studies in the Majority World focus on the primary cities, while not much is known about secondary cities, urbanizing zones or peri-urban areas. Attempting to measure and map environmental and socio-economic phenomena through remote sensing is fundamentally different from extracting bio-physical parameters. In general, studies done by researchers of the Minority World do not sufficiently understand the information needs and capacity demands of the Majority World, especially related to user requirements and ethical perspectives. In this book, we aim to provide an outlook on how Remote Sensing can provide tailored solutions to information needs in urban and urbanizing areas of the Majority World, e.g., in terms socio-economic, environmental and demographic transformation processes. We will provide methodological and application pathways insupport of local and national information needs as well as in support of sustainable development, and specifically, supporting the monitoring of the 17 Sustainable Development Goals (SDGs). The book combines an overview of innovations in applications, methodologies and data use, showing the capacity of Earth Observation to fill global knowledge gaps.

It has been common for both scientists and policy makers to view sanitary provision as a dichotomy between a centralised and a decentralised approach. Moreover, sustainability assessment has also been characterized by a dualistic approach, between the techno-centric and the eco-centric. Such views are often simplistic and not in tandem with the existing multiple sanitary options and service providers in East African cities, which defy such classification. This book provides the theoretical and empirical basis for a third way of classifying and assessing the multiple technical and institutional options to sanitary provision. This novel assessment approach called 'modernised mixtures' is used in this book as a tool for conceptualising, assessing and improving sanitary provision in East African cities. The assessment is based on four social and technical dimensions and three sustainability criteria. This inclusive approach in assessing sanitary mixtures, benefits decision making among imperfect options.
