Small northern European states have been a major point of reference in the Scottish independence debate. For nationalists, they have been an 'arc of prosperity' while in the aftermath of the financial crash, unionists lampooned the 'arc of insolvency'.Both characterisations are equally misleading. Small states can do well in the global market place, but they face the world in very different ways. Some accept market logic and take the 'low road' of low wages, low taxes and light regulation, with a correspondingly low level of public services. Others take the 'high road' of social investment, which entails a larger public sector and higher taxes. Such a strategy requires innovative government, flexibility and social partnership.Keating and Harvey compare the experience of the Nordic and Baltic states and Ireland, which have taken very different roads and ask what lessons can be learnt for Scotland. They conclude that success is possible but that hard choices would need to be taken. Neither side in the independence debate has faced these choices squarely.

A nation is given shape in large part through the cultural activities of its builders. Historically, nationalists have turned to the arts and media to articulate and institute a sense of unique national identity. This was certainly true of Canada in the twentieth century. Canadian Content explores ways in which nationhood was defined and pursued through cultural means in Canada throughout the last century. As a framework for the study, Ryan Edwardson distinguishes between three phases of Canadianization: support for the arts and cultured mass media during the colony-to-nation transition; the 'new nationalist' empowerment of multi-brow culture and the call for state intervention in the mid-1960s and 1970s; and the 'cultural industrialism' initiated by the federal government under Pierre Trudeau in 1968. Examining each phase in its turn, Canadian Content looks at Canada as an ongoing postcolonial process of not one but a series of radically different nationhoods, each with its own valued but tentative set of cultural criteria for orchestrating and implementing a Canadian national experience. Considering the relationship between culture and national identity, this study offers an idea of what it means to be Canadian, and suggests just how adaptable, problematic, and ongoing the pursuit of nationhood can be.

This allowed the Germans to build their submarine strength up to one third of the Royal Navy’s tonnage. When war broke out in 1939, German U-boats went quickly into action, but with only four years of production and development, the main armament of these submarines was considerably weaker than equivalent boats in other navies and many other features, such as living conditions, were also significantly inferior. Yet, the German U-boat onslaught against British merchant ships in autumn 1940 was highly successful because the attacks were made on the surface at night and from such close range that a single torpedo would sink a ship. Soon, though, Allied technology was able to detect U-boats at night, and new convoy techniques, combined with powerfully armed, fast modern aircraft searching the seas, meant that by 1941 it was clear that Germany was losing the war at sea. Something had to be done. The new generation of attack U-boats that had been introduced since Hitler came to power needed urgent improvement. This is the story of the Types II, VII, and IX that had already become the ‘workhorse’ of the Kriegsmarine’s submarine fleet and continued to put out to sea to attack Allied shipping right up to the end of the war. This book uses historical and interview data to trace the development of Puerto Rican identity in the 20th century. It analyzes how and why Puerto Ricans have maintained a clear sense of distinctiveness in the face of direct and indirect pressures on their identity. After gaining sovereignty over Puerto Rico from Spain in 1898, the United States undertook a sustained campaign to Americanize the island. Despite 50 years of active Americanization and another 40 years of continued United States sovereignty over the island, Puerto Ricans retain a sense of themselves as distinctly and proudly Puerto Rican. This study examines the symbols of Puerto Rican identity, and their use in the complex politics of the island. It shows that identity is dynamic, it is experienced differently by individuals across Puerto Rican society, and that the key symbols of Puerto Rican identity have not remained static over time. Through the study of Puerto Rico, the book investigates and challenges the widely-heard argument that the inevitable result of the export of U.S. mass media and consumer culture throughout the world is the weakening of cultural identities in receiving societies. The book develops the idea that external pressure on collective identity may strengthen that identity rather than, as is often assumed, diminish it.
