The challenge of meeting the Millennium Development Goals, and particularly the halving of poverty and hunger by 2015, is immense; and particularly so in rural areas where nearly half of the population lives on less than one dollar a day and one-third are undernourished. More than two-thirds of the poor in rural areas are smallholder farmers, whose resources, livelihood patterns and income sources are quite heterogeneous. Smallholders as a group, including the non-poor, still dominate most farming systems of developing countries and, on the positive side, account for a majority of rural employment, most food production and significant export earnings.

CONTEMPORARY ISSUES IN GLOBALIZATION The world is becoming more globalized, there is no doubt about that. While that sounds promising, the current form of globalization, neoliberalism, free trade and open markets are coming under much criticism. The interests of powerful nations and corporations are shaping the terms of world trade. In democratic countries, they are shaping and affecting the ability of elected leaders to make decisions in the interests of their people. Even though traditional microfinance has successfully paved the way for offering financial services to low-income populations without traditional collateral, many microfinance institutions (MFIs) are still reluctant to move into rural areas and agricultural finance, due to the perceived high risks and costs.Daniela Röttger's research demonstrates how MFIs can mitigate risks and costs of lending to smallholder farmers by using a combination of proven traditional microfinance mechanisms while adapting specific loan features and lending mechanisms to the particularities of smallholder agriculture. She systematically compares traditional microfinance risk management mechanisms with agricultural microfinance approaches and identifies successful strategies. For this purpose, eight MFIs providing agricultural finance to smallholder farmers in four countries in East and West Africa (Uganda, Kenya, Benin, Cameroon) were interviewed and their loan features and agricultural lending mechanism were analyzed.The study shows that MFIs can successfully serve smallholder farmers in rural areas. However, the extent of adaptations is reason enough not to commit to such an endeavor lightly. A strong commitment combined with sound in-house knowledge of agricultural value chains and the flexibility to adapt loan terms and lending procedures to the particularities of agriculture are needed to successfully develop and sustain agricultural microfinance.

The International Development Committee calls for concerted action to curb food wastage in the UK and for expansion of DFID's bilateral nutrition programmes with a particular focus on pregnancy and early years, as part of wider efforts to improve global food security. There is scope for the Government to launch a national consumer campaign to reduce domestic food waste, also setting national targets to curb food waste within the UK food production and retail sectors. Agriculturally-produced biofuels are having a major detrimental impact on global food security by driving higher and more volatile food prices. EU targets requiring 10 per cent of transport energy to be drawn from renewable sources by 2020 are likely to cause dramatic food price increases, and the Government should revise its domestic Renewable Transport Fuel Obligation to specifically exclude agriculturally-produced biofuels. Looking at the impact of rising world population, the Committee praises DFID's significant efforts to meet the considerable unmet need for contraception in many developing nations and urges the UK government to maintain a keen focus on women's reproductive rights within its development assistance programmes. MPs also flag the longer term barriers to development posed by systematic undernutrition. The Committee expresses concern that large corporations are buying up large areas of land in many developing countries previously farmed by smallholders. UK-domiciled corporations should be required to be transparent about land deals. Lastly, MPs focus on the key role that smallholder farmers will play in feeding a growing global population and in reducing rural poverty.

For thousands of years, Ethiopia has depended on its smallholding farmers to provide the bulk of its food needs. But now, such farmers find themselves under threat from environmental degradation, climate change and declining productivity. As a result, smallholder agriculture has increasingly become subsistence-oriented, with many of these farmers trapped in a cycle of poverty. Smallholders have long been marginalised by mainstream development policies, and only more recently has their crucial importance been recognised for addressing rural poverty through agricultural reform. This collection, written by leading Ethiopian scholars, explores the scope and impact of Ethiopia's policy reforms over the past two decades on the smallholder sector. Focusing on the Lake Tana basin in northwestern Ethiopia, an area with untapped potential for growth, the contributors argue that any effective policy will need to go beyond agriculture to consider the role of health, nutrition and local food customs, as well as including increased safeguards for smallholder's land rights. They in turn show that smallholders represent a vitally overlooked component of development strategy, not only in Ethiopia but across the global South.
