Honesty in voting, it turns out, is not always the best policy. Indeed, in the early 1970s, Allan Gibbard and Mark Satterthwaite, building on the seminal work of Nobel laureate Kenneth Arrow, proved that with three or more alternatives there is no reasonable voting system that is non-manipulable; voters will always have an opportunity to benefit by submitting a disingenuous ballot. The ensuing decades produced a number of theorems of striking mathematical naturality that dealt with the manipulability of voting systems. This 2005 book presents many of these results from the last quarter of the twentieth century, especially the contributions of economists and philosophers, from a mathematical point of view, with many new proofs. The presentation is almost completely self-contained, and requires no prerequisites except a willingness to follow rigorous mathematical arguments. Mathematics students, as well as mathematicians, political scientists, economists and philosophers will learn why it is impossible to devise a completely unmanipulable voting system.

Harrie de Swart is a Dutch logician and mathematician with a great and open int- est in applications of logic. After being confronted with Arrow’s Theorem, Harrie became very interested in social choice theory. In 1986 he took the initiative to start up a group of Dutch scientists for the study of social choice theory. This initiative grew out to a research group and a series of colloquia, which were held approximately every month at the University of Tilburg in The Netherlands. The organization of the colloquia was in the hands of Harrie and under his guidance they became more and more internationally known. Many international scholars liked visiting the social choice colloquia in Tilburg and enjoyed giving one or more presentations about their work. They liked Harrie’s kindness and hospitality, and the openness of the group for anything and everything in the eld of social choice. The Social Choice Theory Group started up by Harrie consisted, and still c- sists, of scholars from several disciplines; mostly economics, mathematics, and (mathematical) psychology. It was set up for the study of and discussion about anything that had to do with social choice theory including, and not in the least, the supervision of PhD students in the theory. Members of the group were, among o- ers, Thom Bezembinder (psychologist), Hans Peters (mathematician), Pieter Ruys (economist), Stef Tijs (mathematician and game theorist) and, of course, Harrie de Swart (logician and mathematician).

One of the most actively growing subareas in multi-agent systems is computational social choice theory, which provides a theoretical foundation for preference aggregation and collective decision-making in multi-agent domains. It is concerned with the application of techniques developed in computer science, including complexity analysis and algorithm design, in the study of social choice mechanisms, such as voting. It seeks to import concepts from social choice theory into Artificial Intelligence and computing. People often have to reach a joint decision despite conflicting preferences over the alternatives. This joint decision can be reached by an informal negotiating process or by a carefully specified protocol. Over the course of the past decade or so, computer scientists have also become deeply involved in this study. Within computer science, there is a number of settings where a decision must be made based on the conflicting preferences of multiple parties. The paradigms of computer science give a different and useful perspective on some of the classic problems in economics and related disciplines. A natural and very general approach for deciding among multiple alternatives is to vote on them. Voting is one of the most popular ways of reaching common decisions. As such, the study of elections is an area where fields such as computer science, economics, business, operations research, and political science can be brought together. Social choice theory deals with voting scenarios, in which a set of individuals must select an outcome from a set of alternatives. This book focuses on convergence to pure strategy Nash equilibria in plurality voting games and a number of other positional and non-positional scoring rules. In such games, the voters strategically choose a candidate to vote for, and the winner is determined by the plurality (or other) voting rules. Voters take turns modifying their votes; these manipulations are classified according to the way in which they affect the outcome of the election. The focus is on achieving a stable outcome, taking strategic behaviour into account. A voting profile is in equilibrium, when no voter can change his vote so that his more preferable candidate gets elected. The book investigates restrictions on the number of iterations that can be made for different voting rules, considering both weighted and equi-weighted voting settings.

Since World War II the subject of social choice has grown in many and surprising ways. The impossibility theorems have suggested many directions: mathematical characterisations of voting structures satisfying various sets of conditions, the consequences of restricting choice to certain domaines, the relation to competitive equilibrium and the core, and trade-offs among the partial satisfactions of some conditions. The links with classical and modern theories of justice and, in particular, the competing ideas of rights and utilitarianism have shown the power of formal social choice analysis in illuminating the most basic philosophical arguments about the good social life. The theory of social choice deals with both the processes and results of col lective decision making. In this book, we explore some issues in the theory of social choice and mechanism design. We examine the premises of this theory, the axiomatic approach, and the mechanism design approach. The main questions are what is collective interest, how is it related to individuals' interests, how should one design social interactions, laws, and in stitutions? These questions are not new. Philosophers, social scientists have indeed pondered upon them for years. And, in fact, the organizational struc tures of many social institutions -courts, parliaments, committees and reg ulatory boards -often lack a sound theoretical base. This is not surprising, as it is, indeed, difficult to provide for a comprehensive formalization of the activities of such organizations. Nevertheless, there has been a definite trend towards providing clear and unambiguous rules for collective decision mak ing. These very rules constitute the body of social choice theory and its main object. The basic problem of social choice We explain here more precisely what a problem of social choice is, what approaches might be used to tackle it, and what kind of solutions it leads to. We introduce a few basic notions in preliminarily fashion and, in doing so, we stress both motivations and explanations.
