Alexander examines the history of the labor movement in Brazil during its two key phases. First, he looks at the origins and early development of the movement from the last decades of the 19th century until the Revolution of 1930. Then he analyzes the impact of the corporate state structure that President Getulio Vargas imposed on labor during his first tenure in power, and the continuation of that structure during most of the remainder of the century. Until 1930, the trajectory of the labor movement in Brazil was quite similar to what was happening in most of the rest of Latin America. Most of the early labor organizations were mutual-benefit societies rather than trade unions. This began to change in the early 1900s. From the onset, organized labor in Brazil was involved with politics, and organized labor had to deal not only with the opposition of employers, but also with that of successive conservative governments. All this changed with the ascent of Vargas to power in 1930. He sought to win the support of the urban working class, and with the coming of the New State in 1937, the government was deeply involved in the direction of union activities. After 1945, Brazilian labor was once more influenced by a variety of different political currents, and by the 1960s the labor movement began to extend into the rural sector of the economy. The Constitution of 1988 allowed workers to organize without government control and they won the right to strike. By 1990 the Brazilian labor movement had attained the structure and characteristics it would retain into the new century. In providing a detailed account of the leftist opposition and its bloody repression in Brazil during the Old Republic and the early years of the Vargas regime, John W. F. Dulles gives considerable attention to the labor movement, generally neglected by historians. This study focuses on the formation and activities of anarchists and Communists, the two most important radical groups working within Brazilian labor. Relying on a wide variety of sources, including interviews and personal papers, Dulles supplies information that for the most part is unavailable in English and not easily accessible in Portuguese. The struggles of Brazilian workers—usually against an alliance of company owners, state and federal troops, and state and federal governments—suffered reverses in 1920 and 1921. These setbacks were cited by Astrogildo Pereira and other admirers of Bolshevism as reasons for the proletariat to forsake anarchism and adhere to the Communist Party, Brazilian Section of the Communist International. Anarchists and Communists, struggling against each other in the labor unions in the mid 1920’s, joined opposition journalists and politicians in supporting military rebels in a romantic uprising marked by adventure and suffering, jailbreaks and long marches, and death in the backlands. Slowly, Brazilian Communism gained strength during the latter part of the 1920’s, but 1930 brought the beginnings of failure. Worse for the Party than the government crackdown and the Trotskyite dissidence was the growing attraction of the Aliança Liberal, the oppositionist political movement that brought Getúlio Vargas to power. While workers and Party members flocked to the Aliança in defiance of Party orders, sectarian edicts from Moscow resulted in the expulsion or demotion of the Party’s former leaders and in the condemnation of intellectuals. Luís Carlos Prestes, “the Cavalier of Hope” who had led the military rebels in the mid-1920’s, turned to Communism—only to find himself not welcome in the Party. Taken to Russia by the Communist International in 1931, he was finally accepted into the Brazilian Party in absentia in 1934. Later that year, misled in Moscow by optimistic reports brought by Brazilian Communists, he agreed to lead a rebellion in Brazil. That decision and its consequences in 1935 were disastrous to Brazilian Communism. The struggles among anarchists, Stalinists, and Trotskyites in Brazil were reflections of a worldwide struggle. This study discloses and assesses the effects of Moscow policy changes on Communism in Brazil and contributes to an understanding of Moscow’s policies throughout Latin America during this period.

In May 1888 the Brazilian parliament passed, and Princess Isabel (acting for her father, Emperor Pedro II) signed, the lei aurea, or Golden Law, providing for the total abolition of slavery. Brazil thereby became the last “civilized nation” to part with slavery as a legal institution. The freeing of slaves in Brazil, as in other countries, may not have fulfilled all the hopes for improvement it engendered, but the final act of abolition is certainly one of the defining landmarks of Brazilian history. The articles presented here represent a broad scope of scholarly inquiry that covers developments across a wide canvas of Brazilian history and accentuates the importance of formal abolition as a watershed in that nation’s development.

A Place in Politics is a thorough reinterpretation of the politics and political culture of the Brazilian state of São Paulo between the 1890s and the 1930s. The world’s foremost coffee-producing region from the outset of this period and home to more than six million people by 1930, São Paulo was an economic and demographic giant. In an era marked by political conflict and dramatic social and cultural change in Brazil, nowhere were the conflicts as intense or changes more dramatic than in São Paulo. The southeastern state was the site of the country’s most important political developments, from the contested presidential campaign of 1909–10 to the massive military revolt of 1924. Drawing on a wide array of source materials, James P. Woodard analyzes these events and the republican political culture that informed them. Woodard’s fine-grained political history proceeds chronologically from the final years of the nineteenth century, when São Paulo’s leaders enjoyed political preeminence within the federal system codified by the Constitution of 1891, through the mass mobilization of 1931–32, in which São Paulo’s people marched, rioted, and eventually took up arms against the national government in what was to be Brazil’s last great regionalist revolt. In taking to the streets in the name of their state, constitutionalism, and the “civilization” that they identified with both, the people of São Paulo were at once expressing their allegiance to elements of a regionally distinct political culture and converging on a broader, more participatory public sphere that had arisen amid the political conflicts of the preceding decades.

The massacre of Canudos In 1897 is a pivotal episode in Brazilian social history. Looking at the event through the eyes of the inhabitants, Levine challenges traditional interpretations and gives weight to the fact that most of the Canudenses were of mixed-raced descent and were thus perceived as opponents to progress and civilization. In 1897 Brazilian military forces destroyed the millenarian settlement of Canudos, murdering as many as 35,000 pious rural folk who had taken refuge in the remote northeast backlands of Brazil. Fictionalized in Mario Vargas Llosa's acclaimed novel, War at the End of the World, Canudos is a pivotal episode in Brazilian social history. When looked at through the eyes of the inhabitants of Canudos, however, this historical incident lends itself to a bold new interpretation which challenges the traditional polemics on the subject. While the Canudos movement has been consistently viewed either as a rebellion of crazed fanatics or as a model of proletarian resistance to oppression, Levine deftly demonstrates that it was, in fact, neither. Vale of Tears probes the reasons for the Brazilian ambivalence toward its social history, giving much weight to the fact that most of the Canudenses were of mixed-race descent. They were perceived as opponents to progress and civilization and, by inference, to Brazil's attempts to "whiten" itself. As a result there are major insights to be found here into Brazilians' self-image over the past century.
