VorwortNachdem die Gesellschaft für Deutschlandforschung auf ihrer Tutzinger Sondertagung 1984 sich erstmalig mit dem Thema Systemvergleich, und zwar aus der Sicht verschiedener Wissenschaftsdisziplinen, beschäftigt hatte, griff die Fachgruppe Wirtschaftswissenschaft 1985 ebenfalls in Tutzing das Thema Systemvergleich auf und unterzog den intersystemaren Vergleich von Wirtschaftssystemen einer eingehenden kritischen Analyse. Eine Erkenntnis beider Tagungen waren die bestehenden Defizite bei den Methoden des intersystemaren Vergleichs und die deshalb manchmal fragwürdigen Resultate im allgemeinen sowie die weitestgehende Vernachlässigung des intrasystemaren Vergleichs im besonderen. Letzterer wird aber mit zunehmender Differenzierung sozialistischer Wirtschafts- und Gesellschaftssysteme in den vergangenen 20 Jahren immer dringlicher. Die Fachgruppe Wirtschaftswissenschaft unter der Leitung von Prof. Dr. Gernot Gutmann bemühte sich auf ihrer Tagung vom 13.-16. April 1987 bei hoher internationaler Beteiligung erstmals um intrasystemare Aspekte zum Thema "Außenwirtschaftssysteme und Außenwirtschaftsreformen sozialistischer Länder". Gerade in diesem Bereich wird besonders signifikant, in welchem Umfang Veränderungen und Reformen seit den 60er Jahren das einstmals weitgehend monolithische Erscheinungsbild der Zentralverwaltungswirtschaften sowjetischen Typs (Thalheim) differenzierten. So bildete z.B. bis vor kurzem die Sowjetunion zusammen mit der Tschechoslowakei und Rumänien noch das reformresistente Schlußlicht in der von Ungarn und Polen angeführten "Reformskala", während die DDR Anfang der 80er Jahre, nachdem sie bereits in den 60er Jahren Vorreiter war, aus einem der hinteren Ränge in eine mittlere Position aufrücken konnte. Bei der sehr langfristigen Tagungsvorbereitung war ursprünglich nicht abzusehen, welche Brisanz und Aktualität das 1985 gewählte Tagungsthema ab Anfang 1987 gewinnen sollte. Bereits in der Vorbereitungsphase der Tagung wurden die spezifischen Schwierigkeiten des intrasystemaren Vergleichs sozialisticher Systeme offenkundig. Während der intersystemare Vergleich bis heute durch grundsätzlich ungelöste Probleme der Merkmalsauswahl, -definition und -bewertung erschwert wird, ist der intrasystemare Vergleich im Ansatz zwar erheblich einfacher, aber es muß aufwendige Vorarbeit geleistet werden. Voraussetzung des intrasystemaren Vergleichs ist die detaillierte Länderanalyse auf der Basis von Originalquellen. Umfaßt der Vergleich mehr als zwei Länder, so ist schon aus sprachlichen Gründen in der Regel die Arbeit nur im Team zu leisten. Erst wenn die Länderanalysen vorliegen, kann die vergleichende Untersuchung beginnen. Dabei muß zur spezifischen Thematik der Außenwirtschaftssysteme festgestellt werden, daß es sich um ein besonders rares Forschungsobjekt handelt. Die Informationspolitik in Sachen Außenwirtschaft ist in einigen Ländern, gelinde gesagt, extrem zurückhaltend bis skurril, so z.B. in der DDR. Der Expertenkreis ist sehr begrenzt. Gesamtüberblicke oder gar vergleichende Darstellungen fehlen im Schrifttum im Gegensatz zur allgemeinen Darstellung der Wirtschaftssysteme und -reformen der sozialistischen Länder fast völlig. Äußerstenfalls beziehen sie sich auf zwei Länder. Das trifft vor allem auch auf das Schrifttum in den "sozialistischen" Ländern zu. (Auszug)
