This volume collects the papers presented at the European Conference on Spatial Information Theory (COSIT '93) held on the island of Elba, Italy, inSeptember 1993. Spatial information theory includes disciplinary topics and interdisciplinary issues dealing with the conceptualization and formalization of large-scale (geographic) space. It contributes towards a consistent theoretical basis for Geographic Information Systems (GIS). Geographic information systems are widely used in administration,planning, and science in many different countries, and for a wide variety ofapplications. Research results which relevant for GIS are distributed between many disciplines and contacts between researchers have been limited. At the same time, the development of GIS has been hinderedby the lack of a sound theoretical base. This conference was intended to help remedies these problems.

First established in 1993 with a conference in Elba, Italy, COSIT (the International C- ference on Spatial Information Theory) is widely acknowledged as one of the most - portant conferences for the field of spatial information theory. This conference series brings together researchers from a wide range of disciplines for intensive scientific - changes centered on spatial information theory. COSIT submissions typically address research questions drawn from cognitive, perceptual, and environmental psychology, geography, spatial information science, computer science, artificial intelligence, cog- tive science, engineering, cognitive anthropology, linguistics, ontology, architecture, planning, and environmental design. Some of the topical areas include, for example, the cognitive structure of spatial knowledge; events and processes in geographic space; incomplete or imprecise spatial knowledge; languages of spatial relations; navigation by organisms and robots; ontology of space; communication of spatial information; and the social and cultural organization of space to name a few. This volume contains the papers presented at the 9th International Conference on Spatial Information Theory, COSIT 2009, held in Aber Wrac’h, France, September 21–25, 2009. For COSIT 2009, 70 full paper submissions were received. These papers were carefully reviewed by an international Program Committee based on relevance to the conference, intellectual quality, scientific significance, novelty, relation to previously published literature, and clarity of presentation. After reviewing was completed, 30 papers were selected for presentation at the conference and appear in this volume. This number of papers reflects the high quality of submissions to COSIT this year.

Geographic information systems have developed rapidly in the past decade, and are now a major class of software, with applications that include infrastructure maintenance, resource management, agriculture, Earth science, and planning. But a lack of standards has led to a general inability for one GIS to interoperate with another. It is difficult for one GIS to share data with another, or for people trained on one system to adapt easily to the commands and user interface of another. Failure to interoperate is a problem at many levels, ranging from the purely technical to the semantic and the institutional. Interoperating Geographic Information Systems is about efforts to improve the ability of GISs to interoperate, and has been assembled through a collaboration between academic researchers and the software vendor community under the auspices of the US National Center for Geographic Information and Analysis and the Open GIS Consortium Inc. It includes chapters on the basic principles and the various conceptual frameworks that the research community has developed to think about the problem. Other chapters review a wide range of applications and the experiences of the authors in trying to achieve interoperability at a practical level. Interoperability opens enormous potential for new ways of using GIS and new mechanisms for exchanging data, and these are covered in chapters on information marketplaces, with special reference to geographic information. Institutional arrangements are also likely to be profoundly affected by the trend towards interoperable systems, and nowhere is the impact of interoperability more likely to cause fundamental change than in education, as educators address the needs of a new generation of GIS users with access to a new generation of tools. The book concludes with a series of chapters on education and institutional change. Interoperating Geographic Information Systems is suitable asa secondary text for graduate level courses in computer science, geography, spatial databases, and interoperability and as a reference for researchers and practitioners in industry, commerce and government.

The 5th International Conference on Spatial Information Theory, COSIT 2001, took place at the Inn at Morro Bay, California, USA, September 19 23, 2001. COSIT grew out of a series of workshops/NATO Advanced Study Institutes/NSF Specialist Meetings during the 1990s concerned with theoretical and applied aspects of representing large scale space, particularly geographic or environmental space (this history is elaborated in the prefaces of previous COSIT proceedings). These are spaces in which (and on which) human action takes place, and which are represented and processed in digital geographic information systems. In these early meetings, the need for well founded theories of spatial information representation and processing was identified, particularly theories based on cognition and on computation. This concern for theory provided an early foundation for the newly emerging field of geographic information science. COSIT is not backed by any particular scientific society but is organized as an independent enterprise. The conference series was established in 1993 as an interdisciplinary biennial European conference on the representation and processing of large scale spatial information after a successful international conference on the topic had been organized by Andrew Frank et al. in Pisa in 1992 (frequently referred to as "COSIT 0"). After two successful European COSIT conferences with strong North American participation (COSIT ’93: Island of Elba, Italy; COSIT ’95: Semmering, Austria), COSIT ’97 moved across the pond to the United States, and was held in the Laurel Highlands, Pennsylvania.

The capabilities of modern technology are rapidly increasing, spurred on to a large extent by the tremendous advances in communications and computing. Automated vehicles and global wireless connections are some examples of these advances. In order to take advantage of such enhanced capabilities, our need to model and manipulate our knowledge of the geophysical world, using compatible representations, is also rapidly increasing. In response to this one fundamental issue of great concern in modern geographical research is how to most effectively capture the physical world around us in systems like geographical information systems (GIS). Making this task even more challenging is the fact that uncertainty plays a pervasive role in the representation, analysis and use of geospatial information. The types of uncertainty that appear in geospatial information systems are not the just simple randomness of observation, as in weather data, but are manifested in many other forms including imprecision, incompleteness and granularization. Describing the uncertainty of the boundaries of deserts and mountains clearly require different tools than those provided by probability theory. The multiplicity of modalities of uncertainty appearing in GIS requires a variety of formalisms to model these uncertainties. In light of this it is natural that fuzzy set theory has become a topic of intensive interest in many areas of geographical research and applications This volume, Fuzzy Modeling with Spatial Information for Geographic Problems, provides many stimulating examples of advances in geographical research based on approaches using fuzzy sets and related technologies.
