Forests and any other trees outside the forest play a relevant role all three great UN conventions on Climate Change, on Biodiversity, and on Combating Desertification. The policy processes to implement the measures in these conventions on sub-national, national, regional and international level are extremely complex. And that complexity comes, among other factors, from a blend of different sectoral and national interests, from a large number of scientifically not yet entirely resolved issues and a wide range of different biophysical, social, cultural and political conditions all over the world. The 3rd International DAAD Workshop on “Forests in Climate Change Research and Policy: The Role of Forest Management and Conservation in a Complex International Setting” held in Dubai and Doha along the conference of the parties (COP18) from 28st November to 2nd December had a strong focus on the role of forests and their management in context of international conventions and recent international and national policy. The volume contains 20 papers that are grouped under the topics The Role of Forests and their Management under Climate Change, International Policy Processes, Technical Issues on Remote Sensing, and Country Cases on Forest Management under Climate Change.

Ecosystem services and goods are the multiple benefits people obtain from ecosystems. The benefits provided by forests include carbon sequestration, prevention of erosion, flood control, and water purification as well as aesthetic beauty. Although humans are fundamentally dependent on these services, they also pose threat to the services through their activities such as deforestation and water pollution.

This paper explores opportunities for implementing activities for reducing emissions from deforestation and forest degradation (REDD) in areas with high poverty rates, rapid population growth and complex social dynamics. We focus on the potential role of localized Forest Management Units (or KPH) as an institutional partner, using the West Rinjani Protected Forest Management Unit (KPHL RB) on the island of Lombok, Nusa Tenggara Barat province, Indonesia as a case study. We relied on five essential elements for our analysis: (1) identification of land use changes, (2) estimation of average carbon stocks in forests and shrubland, (3) socioeconomic surveys to identify drivers of deforestation and forest degradation, (4) estimation of future reference emission levels, and (5) developing alternatives to reduce the rates of deforestation and forest degradation.

The sustainable management of forest resources became an indispensable prerequisite for any policy addressing the actual and future challenges of globabl development. Forests and other tree resources are essential for the provision of ecosystem services and contribute largely to future food security, livelihoods and ecosystem stability. Forests and any other trees outside the forest play a relevant role all three great UN conventions (on Climate Change, on Biodiversity, and on Combatting Desertification). The policy processes to implement the measures in these conventions on sub-national, national, regional and international level are extremely complex. REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require exibility and a phased approach to REDD+ implementation.

The Government of Kenya is in the process of establishing a National REDD+ Programme through the Kenya Forest Service (KFS). Two critical elements of the National REDD+ Programme are forest reference levels (FRL) and a National Forest Monitoring System (NFMS). This document describes the steps towards establishing the design of the NFMS and reference levels, through an enumeration and description of required tasks.
