How are German capitalism and German business management to be understood from the perspective of Japan? Both Germany and Japan as defeated nations in World War II received significant American leadership and support after the war. Both countries developed their enterprises, industries, and economy by deploying and adapting technology and management methods from the United States while establishing systems of industrial concentration in their own ways. By these means, both nations became major trading countries. However, current economic and business conditions differ greatly between Germany and Japan. In trade, American influence on Japanese business is still strong. Japan could not and cannot establish a complementary relationship with American industrial sectors and their products in the American market. In addition, a common market structure like the E.U. does not exist in Asia. In contrast to Japan, Germany developed independently from the American influence and became part of a well-integrated regional economy. What were the driving forces that created those differences? That question is approached from a Japanese point of view in this book, based on the assumption that the origins of distinct characteristics of German business management after World War II were developed in the 1950s and ’60s. The book analyzes the transformation of business management in Germany and explains the characteristics and structures of German management. The author describes how the development of German companies determined the current German condition— “the Europeanization of Germany”—while the world faced the globalization process. Demonstrating the basic foundation of European integration by analyzing market factors in Europe as well as the internal structural transformation of management in Germany, this book is a valuable resource for undergraduate and graduate students, educators, and researchers in the fields of business management, business history, and economic history.

A major player in Japanese society is its government bureaucracy. Neither Japan's phenomenal track record in the world marketplace nor its remarkable success in managing its domestic affairs can be understood without insight into how its government bureaucracy works—how its elite administrators are recruited, socialized, and promoted; how they interact among themselves and with other principal players in Japan, notably politicians; how they are rewarded; and what happens to them when they retire at a relatively young age. Yet, despite its pivotal importance, there is no comprehensive and up-to-date study of Japan's administrative elite in the English language. This book seeks to fill that gap. Koh examines patterns of continuity and change, identifies similarities and differences between Japan and four other industrialized democracies (the United States, Britain, France, and Germany), and assesses the implications of the Japanese model of public management. Though many features of Japanese bureaucracy are found in the Western democracies, the degree to which they manifest themselves in Japan appears to be unsurpassed. Koh shows that the Japanese model of public management contains both strengths and weaknesses. For example, the price Japan pays for the high caliber of its administrative elite is the stifling rigidity of a multiple track system, a system with second-class citizens and demoralized "non-career" civil servants who actually bear a lion's share of administrative burden. The Japanese experience demonstrates not only how steep the price of success can be but also the enduring effects of culture over structure. This Open Access book provides a comprehensive analysis of political reforms in Japan since the 1990s, emphasizing the role of ideas in shaping their goals and outcomes. For more than fifteen years following the collapse of Japan’s economic bubble, politicians, business people and academics tackled a range of institutional reforms. The sweeping changes they enacted—covering almost all facets of the public sphere, including elections, public administration, courts and the central bank—fundamentally altered Japanese political processes and policies. Taken together, they arguably represent the final touches of Japan’s political modernization, which had been unfolding since the mid-19th century. Throughout the reform process, advocates were inspired by a combination of liberal and modernist ideas. This book examines those guiding concepts and illustrates the often messy process of applying them to real-world institutions. While most reforms began from common goals, they ultimately produced different—and frequently unexpected—institutional outcomes, which continue to shape Japanese politics. By focusing on the relationship between the ideas and processes that shaped Japan’s reforms, this book presents a broad vision of institutional change in comparative politics.
