The history of public enterprises is not new. They have been assigned the role of harbinger of socialism in India in accordance with the Industrial Policy Resolution of 1956. They are treated as the catalysts of economic development and social upliftment of the people. For pretty a long time, public enterprises have been in dock and dottage on the ground that they have not been able to deliver goods as per our expectations. With a huge amount of investment in the central sector and the states' sector taken together, these enterprises have failed to generate a dependable surplus. Public sector is an amalgam of Central and State enterprises. In this book we have established that the state's enterprises' commitments are no less than central enterprises to fulfil the objectives and expectations with which, they were allotted the commanding height in our economy. Originally published in 1959, the subject of this book is an aspect of economic development which, despite its importance, had rarely attracted more than incidental attention at the time. The author’s interest in public enterprise in underdeveloped countries was stimulated by a year’s residence in Turkey. He felt the time had come for a general comparative study. Defining comparative as (1) between developed and underdeveloped countries, and (2) between different underdeveloped countries at dissimilar stages of development or with dissimilar development perspectives. The purpose of the first is to discover what the developed can offer the underdeveloped by way of adaptable experience and relevant ideas; that of the second to examine the use of public enterprise in the many different social, economic and political contexts to be found in the less advanced parts of the world.

Public enterprises have played a central part in the development of all mixed economies in the post-war period, but they are now in a crisis phase. Privatisation has pushed back the level of public enterprise almost throughout the world. Where public enterprises remain, they are being brought under significant reforms. Originally published in 1991, this book presents a comprehensive critique of public enterprise, analysing why its performance has fallen far short of expectations. Part one is concerned with the establishment of public enterprises: the case for them, the circumstances in which they emerged, the extra enterprise objectives attached to them, and the decisions on their investment feasibility and capital structure. Part two looks at the working of public enterprises: the state of their financial performance, the peculiarities of pricing, the determination of targets which they should meet, the continuous monitoring and evaluation of their operations. Macro concerns are the focus of Part three. Among the issues addressed are the level of indirect taxation and subsidisation implicit in the pricing structures of public enterprises, the links between public enterprise and the public exchequer and the implications of their operations for distributional equity. This book is an attempt to study and analyse the functioning of the State Level Public Enterprises (SLPEs) in India. The book is based on a study completed for the Department of Public Enterprises, Ministry of Heavy Industries and Public Enterprises, Government of India, New Delhi and Planning Commission, Government of India, New Delhi. The book covers all the States and some Union Territories. The information contained in the book has been culled out from primary and secondary sources. The book presents an executive summary in its first few pages. This is followed by a macro analysis of the functioning of these SLPEs in India. The analysis is based on the data collected on a few vital parameters for the period 1990-91 to 2004-05. The parameters range from total investment, typology, capital employed, net worth and total resources to total revenue, net profits / losses, accumulated losses and total impact on state finances. A survey of restructuring and privatisation has also been incorporated as a part of analysis. The macro analysis is followed by state-wise analysis of the SLPEs. This analysis includes the position of the SLPRs in each state with regard to there financial profile, sectoral classification, budgetary support, social safety net, and problems and issues. This book analyzes state-owned enterprises (SOEs), which are still significant players in many Asian economies. They provide essential public services, build and operate key infrastructure, and are often reservoirs of public employment. Their characteristics and inherent competitive advantages as publicly owned enterprises allow them to play these critical roles. Their weaknesses in governance and inefficiencies in incentive structures, however, also often lead to poor performance. SOEs must be efficient, transparent, and accountable to level the playing field for private companies, secure the growth of a vibrant private sector, and achieve sustained and inclusive economic growth. This book analyzes the reform of SOEs in Asia, the results of which are mixed. The volume concludes that some key conditions generally need to be met for SOE reforms to be successful: national bureaucracies must have the capacity to implement the reforms, and adverse impacts on international trade and investment must be avoided.
