Since the Vietnam War, the definition of traditional warfare has changed from the military action that was observed in previous wars such as the Korean War, and both World Wars. Traditional warfare included accepted rules of engagement, drawn battlefield lines, and other elements that were generally expected and anticipated during wartime. Currently, the United States is involved in an 'Overseas Contingency Operation' (OCO) previously known as the 'Global War on Terror' (GWOT), in which soldiers face not a Nation State, but a group of terrorists, who do not claim allegiance to any specific country. In addition to the threat of terrorists acting as individuals, as groups or as organizations, the United States is also dealing with State Sponsors of Terrorism (SST), who utilize terrorist groups to achieve their own political agenda. One method the United States Government uses to confront this challenge by is establishing and maintaining a running list of States that sponsor terrorism. Cuba, Iran, Syria, and Sudan are currently on this list. The list, produced by the U.S. Department of x State, is designed to enable U.S. policy makers to enforce restrictions in the form of embargos and sanctions against State Sponsors of Terrorism as a method to punish States for providing such support. The U.S. Department of State defines SST as those who "repeatedly provide critical support for non-state terrorist groups, who without sponsorship, would have a much more difficult time obtaining the weapons, material, and safe areas to plan, train adherents, and conduct terrorist activities." Various definitions of State Sponsorship exist; however, fulfillment of a political goal remains the underlying constant. The list of State Sponsors highlights the fact that the U.S. views these nations as potential threats. Although knowing who supports terrorism is necessary, this dissertation seeks to provide a method for analyzing the characteristics of SST to provide an opportunity to gain further insight into the justifications why each nation supports terrorist activities. This dissertation will examine the techniques that Cuba and Iran implemented in order to sponsor terrorism for the purpose of globally exporting their own ideological revolution. While analyzing these techniques, the environment that fostered both Cuba and Iran to become leading State Sponsors of Terrorism will become apparent through the examination of the root causes of the Cuban and Iranian revolutions and the conditions that existed that paved the way for Castro and Khomeini to take power. By identifying and examining the phases of State Sponsored Terrorism, an understanding of the similar sponsorship techniques that both Cuba and Iran applied during their tenure as State Sponsors will develop, highlighting the commonalities within each, and the results of each phase. Through the study of these phases of terrorism, a pattern of exploitation emerges that will enable a stronger appreciation for the history of SST and a capability to conduct tread analysis that could better establish the prediction of future actions of similar State Sponsors. Terrorism threatens the lives of numerous innocent people on a daily basis. It is inherently successful because it fosters the fear that safety is never guaranteed; Americans learned that on September 11th as three planes collided into the World Trade Center and Pentagon and a fourth crashed en route to D.C. in Pennsylvania. State Sponsorship of Terrorism has greatly increased the lethality of terrorist acts which is why the United States has focused efforts on putting political and economic pressure on states that choose terrorism as a main component of it's foreign and domestic policy. These two states, Iran and Cuba, represent only two threats facing the United States; they have the strongest history in recent years of SST. The study of these states may shed light on how to develop a better predictive model of SST behavior benefiting the U.S. in developing policy for combating terrorism.

The Al Qaeda terrorist network founded by Osama bin Laden is believed to pose a continuing, although diminished, threat to the United States at home and to U.S. interests and allies abroad following the network's defeat in its base in Afghanistan. As stated in taped appearances by its leaders since the September 11, 2001 terrorist attacks on the World Trade Center and the Pentagon, the goal of Al Qaeda is to destroy high profile U.S. targets in order to end what Al Qaeda claims is U.S. suppression of Islamic societies. In these appearances, bin Laden virtually claimed responsibility for the September 11 attacks. Throughout its history, Al Qaeda has sought to oust pro-U.S. regimes in the Middle East and gain removal of U.S. troops from the region. Before September 11, signs pointed to a decline in state sponsorship of terrorism. Since the attacks, some countries that are designated by the United States as state sponsors of terrorism, including Iran and Sudan, have cooperated to an extent with the U.S.-led war against Al Qaeda and its Taliban protectors in Afghanistan. In spite of its cooperation against the Taliban and Al Qaeda, Iran is still considered a major sponsor of radical Islamic groups that conduct terrorism against Israel. The Arab-Israeli peace process is a longstanding major U.S. foreign policy interest, and the Administration and Congress are concerned about any terrorist groups or state sponsors that oppose the process. Possibly because of a breakdown in the Palestinian-Israeli peace process in September 2000, Palestinian organizations such as Hamas, as well as older groups such as the Popular Front for the Liberation of Palestine that have been inactive for years, havestepped up operations against Israelis. Following several major terrorist attacks against Israelis since December 2001, the United States has strongly criticized Palestinian Authority President Yasir Arafat for failing to exert sufficient efforts to constrain these and other groups. Some analysts assert that Israel's actions against the Palestinians have been provocative and have contributed to increased Palestinian support for violence against Israel. U.S. differences with other governments on the strategies for countering terrorism in the Near East have to some extent narrowed since September 11. The United States, in the past, differed with its allies, particularly on how to deal with state sponsors of terrorism; most allied governments believe that engaging these countries diplomatically might sometimes be more effective than trying to isolate or punish them. The United States has generally been more inclined than its European allies to employ sanctions and military action to compel state sponsors and groups to abandon terrorism. Post-September 11 developments seem to have validated the importance of both diplomacy and, in certain circumstances, more forceful responses in dealing with terrorism. Differences with allies have begun to reemerge as the Bush Administration expands its "war on terrorism," indicating it will seek to prevent the emergence of threats by regimes-some of which also have ties to terrorist groups-that are developing weapons of mass destruction (WMD).

Given the fact that two-thirds of all intrastate wars since 1945 have included foreign interventions, what drives sovereign states to support non-state conflict parties? In order to understand causes and calculations of this particular type of third party intervention, this book connects some of the most important contemporary debates in international relations, ranging from security cooperation between states and non-state actors to the effects of intervention on both local conflict dynamics and interstate relations. Presenting a new theoretical framework and a multidimensional concept of support (endorsement, hosting, as well as financial and military assistance), this book establishes a systematic path between international as well as domestic incentives and specific types of sponsorship policies. In a subsequent comparative analysis, the author examines conditions and dynamics of Syria’s cooperation with Fatah, the Kurdistan Workers’ Party, and Hizballah from 1964 to 2006.
