The Iranians are the largest state sponsor of terror in the world. Iranian proxy groups like Hezbollah resource and execute attacks around the world. Iranian Islamic Revolutionary Guard Corps (IRGC) and Quds Force troops personally support and engineer attacks on a global scale. In 2011, the Iranians plotted to assassinate the Saudi Ambassador to the United States in Washington, DC. That plot was uncovered and stopped before it could be carried out. In Yemen, would-be rebels overthrew the government with the support of the regime in Tehran. Iran has long supported Houthis against Yemen's Sunni tribes. In Iraq, Iran is reenergizing Shia death squads to prop up the government in Baghdad. In neighboring Syria, Iran is even stronger. Iran virtually controls the Assad regime and helps the murderous dictator cling to power every day. Iran must be held accountable for its state sponsorship of acts of terror. It should not be given a pass just because it is in negotiations with us about its nuclear weapon program. All of these activities are part of Iran's plan to expand its influence and its stature and to spread its terror around the globe.

We have seen evidence of Iran's true nature, such as when they released sensitive, embarrassing photographs of U.S. sailors during their illegal detention in Iran. It is an indicator of the real thinking behind the leaders in Iran. While the White House and State Department have been moving forward with the Nuclear Deal, intelligence professionals have been consistent that Iran and its proxies still pose a significant threat. In testimony before the Senate Intelligence Committee, Director of National Intelligence (DNI) James Clapper, said that Iran is, "The foremost state sponsor of terrorism and employs the Islamic Revolutionary Guards, Quds Force, Hezbollah, and other proxy groups." While the Nuclear Deal is intended to prevent Iran from developing a nuclear weapon, as DNI Clapper noted in his testimony, Iran's, "military and security services are keen to demonstrate that their regional power ambitions have not been altered by the deal."

State terrorism, as a concept, has largely been operationalised out of terrorism literature. When a state uses violence systematically against unarmed victims, with the purpose of generating fear and communicating a message to a group beyond the immediate victims, this steps outside the bounds of legitimate use of violence. The Islamic Republic of Iran (IRI) has engaged in such acts of violence against the Baha'i community in that country. In this study, a working model of state terrorism is devised and the following central research question is addressed: do the strategy and tactics utilized by the IRI and/or its proxies against Iranian Baha'is constitute state terrorism? This qualitative study adopts a Mixed Approach Design. Eighteen Iranian Baha'i and non-Baha'i emigrants were purposively sampled and interviewed. In-depth interview data was triangulated and validated using structured data sources. Data analysis drew on the systematic-combining approach (Dubois & Gadde, 2002) whereby the original theoretical frame weighed against emergent findings. This exploratory study produces empirical evidence to suggest that Iran is a terrorist state: Iranian Baha'is are subjected to acts and/or threats of violence stemming from the state or its surrogates; the responsibility to protect norm is not applied to Baha'is; and, the IRI tries to invoke fear in and beyond the Iranian population to isolate and silence Baha'is. State terrorism claims many more victims than insurgent terrorism, yet the former concept is seldom mentioned in terrorism studies (Stohl, 2008). The onus is on researchers to identify cases of state terrorists and hold the perpetrators to account at the international level. A special case can be made, based on the empirical evidence, for the creation of an international convention on state terrorism that would hold state governments, like the IRI, responsible for carrying out terroristic acts of violence against segments of their population."
