How do modern states emerge from the turmoil of undergoverned spaces? This is the question Reo Matsuzaki ponders in Statebuilding by Imposition. Comparing Taiwan and the Philippines under the colonial rule of Japan and the United States, in the late nineteenth and early twentieth centuries, he shows similar situations produce different outcomes and yet lead us to one conclusion. Contemporary statebuilding efforts by the US and the UN start from the premise that strong states can and should be constructed through the establishment of representative government institutions, a liberalized economy, and laws that protect private property and advance personal liberties. But when statebuilding runs into widespread popular resistance, as it did in both Taiwan the Philippines, statebuilding success depends on reconfiguring the very fabric of society, embracing local elites rather than the broad population, and giving elites the power to discipline the people. In Taiwan under Japanese rule, local elites behaved as obedient and effective intermediaries and contributed to government authority; in the Philippines under US rule, they became the very cause of the state's weakness by aggrandizing wealth, corrupting the bureaucracy, and obstructing policy enforcement. As Statebuilding by Imposition details, Taiwanese and Filipino history teaches us that the imposition of democracy is no guarantee of success when forming a new state and that illiberal actions may actually be more effective. Matsuzaki's controversial political history forces us to question whether statebuilding, given what it would take for this to result in the construction of a strong state, is the best way to address undergoverned spaces in the world today.

Much analysis of state building focusses on dissecting specific projects and attempting to identify what has gone ’wrong’ in states such as Afghanistan and Iraq. What draws less attention is what has gone ’right’ in non-interventionist statebuilding projects within 'unrecognised’ states. By examining this model in more depth a more successful model of statebuilding emerges in which the end goal of modern democracy and good governance are more likely to be realized. Indeed 'states-within-states’ such as Somaliland where external intervention in the statebuilding process is largely absent can provide vital new lessons. Somaliland is a functioning democratic political entity in northwestern Somalia which declared its independence from the troubled south in 1991 and then embarked on an ambitious project to create a democratic government and successful state in the post-conflict environment. The leaders and the people of Somaliland have since succeeded not only in maintaining peace and stability, but also in building the institutions of government and the foundations for democracy that have led to a succession of elections, peaceful transfers of power and a consolidation of democratization. The resulting state of Somaliland is widely hailed as a beacon of success within a politically turbulent region and provides a useful framework for successful statebuilding projects throughout the world.

This volume examines and evaluates the impact of international statebuilding interventions on the political economy of post-conflict countries over the past 20 years. The Language of Nation-State Building in Late Qing China investigates the linguistic and intellectual roots of China’s modern transformation by presenting a systematic study of the interplay between language innovation and socio-political upheavals in the final decade of the Qing Dynasty. This book examines the formations, internal tensions, and promotion of such macroconcepts as ‘nation people’ (guomin 国民), nation (minzu 民族), society (qun 群), state (guojia 国家) and revolution (gemin 革命) as novel ideas borrowed from Europe but mediated through Meiji Japan. Using corpus-based discourse analysis of the full-text corpus (4.2 million words) of the two most influential periodicals, Xinmin Congbao (新民丛报) and Minbao (民报), this book scrutinises the multi-faceted formulations of these concepts and their impact. It underscores the adaptation and appropriation of European post-enlightenment values to the socio-political conditions of late Qing society. The analysis centres on the epic debate (1905-7) between these two periodicals that offered two distinctive visions of future China. Comparable to the great eighteenth-century debate between Edmund Burke and Thomas Paine on the French Revolution, the Chinese debate has hitherto attracted little scholarly attention outside China. Yet it not only turned the tidal wave of public opinion against the Manchu monarchy and contributed to its downfall in 1911; it has also given rise to a radical undercurrent of intellectual thinking whose ramifications have been keenly felt throughout twentieth-century China. This book represents the first study in English on this press debate that contributes significantly to the intellectual foundation of modern China.
