This Work Program puts forward an IMF Board agenda focused on activities of critical importance to our members. In line with the strategic directions laid out in the Fall 2021 Global Policy Agenda and the International Monetary and Financial Committee (IMFC) Communiqué, the Work Program supports three policy priorities: (i) vaccinate the world to combat the pandemic everywhere; (ii) calibrate bilateral and multilateral policies to support the recovery and reduce scarring and divergences; and (iii) accelerate the transformation of the global economy to make it greener, more digital, and inclusive. To deliver on this agenda, it is also important to ensure that the Fund remains appropriately equipped to maintain its role at the center of the global financial safety net.

This Executive Board Work Program (BWP) for FY 2024 (May 2023 to April 2024) focuses on supporting the membership in responding to these challenges through prompt and tailored policy advice, financial assistance—buttressed by efforts to support debt restructuring processes—and capacity development. It ensures that the Board can continue to closely monitor economic and financial developments and discuss macro policy responses. The BWP also provides opportunities to deliberate on key Fund policies and operations. Given continued high uncertainty, the BWP will need to remain flexible and adaptable to prioritize the membership’s changing needs, while recognizing the Fund’s constrained budget environment.

The texts of Ambassador Matjila's statements and speeches below are taken from official UN documents (Minutes of meetings) available in the Dag Hammarskjöld Library and are reproduced as they appear, without the Protocol references commonly used in such circumstances and instances. They were used with the permission of the Department of International Relations and Cooperation as sought by Ambassador Matjila. As is recognised in international law, the will of the State, an international legal entity, is expressed through its representatives, physical persons occupying special positions within the State and giving a face to its organs. Thus, these interventions made by the Ambassador to express the position of the Republic of South Africa on the issues under consideration. It is indeed in his capacity of Permanent Representative of South Africa that he was called upon to make these interventions. The work is devoid of any theoretical or doctrinal claim. It is intended to be more informative. This is why it is not accompanied by doctrinal commentaries, nor, consequently, by references to scientific references. The book aspires to be exhaustive, so there was no need to limit or choose the texts that should appear here. To make it a practical and easy-to-use tool, the chronological classification by organ has been preferred to the thematic classification. In the United Nations archiving system, interventions before the Main Committees other than the First Committee are not reproduced in full. only a simple summary is offered. these summaries are also contained in this work and are recognisable by the fact that the name of the Ambassador is quoted at the beginning of the summary. the same applies to interventions made before the Economic and Social Council. The work is divided into 4 parts: the first focuses on statements made before the General Assembly, the second concern the statements before the Economic and Social Council, the third, statements before the Security Council and the last part gathers the presidential statements made during the South African presidency of the Council and the resolutions adopted by the Council after South Africa's sponsorship. It is hoped that as a coffee table book, this collection will help enrich research and discussion about African contributions to the content of multilateralism at the United Nations. The photos inserted at the end of the work show a slice of life and activity of the Ambassador during his stay in New York. How do international organizations in the United Nations system put together their budgets? What is the role of complex principals - most notably member states - and the complex agents in the bureaucracies of international organizations in budgeting processes? And what does a focus on budgeting tell us about the changing nature of the system of international organizations? This book provides answers to these questions through a detailed examination of budgeting in the UN system. The analysis draws on both quantitative and qualitative observations for a total of 22 UN system organizations and detailed case studies for the United Nations, ILO, UNESCO, and WHO. The findings demonstrate the importance of three key organizational outcomes— proceduralization, routinization, and budgetary segmentation - as international organizations grapple with managing discord over priorities as a result of complex principal— agent constellations. Contrary to a common view of international bureaucracies as pathological organizations, core budget routines are mostly successfully maintained. However, principal constellations become more complex, notably through the rise of voluntary contributions and non-state donors; budgetary segmentation advances, in some cases even leading to the setting up of new international organizations; and budgeting and resource mobilization become ever more intertwined. As a consequence, the capacity of international bureaucracies to fulfil their budgeting responsibilities is stretched to the limits and beyond.
