'Votes should be weighed, not counted', Nineteenth-century liberals argued. This study analyzes parliamentary suffrage debates in England, France and Germany, showing that liberals throughout Europe used a distinctive political language, 'the discourse of capacity', to limit political participation. This language defined liberals, and they used it to define and limit full citizenship. The rise of consumer culture at the end of the century drove the discourse of capacity from politics, but it survives today in education and the professions.

Friedrich Hecker (1811-1881) lived the first half of his life in the Grand Duchy of Baden, a small state in southern Germany. He was a major leader of a rebellion on behalf of the German republican movement in 1848, but his defeat forced him into exile in America. There he spent the second half of his life as a farmer in southern Illinois, helping to found the Republican Party and campaigning among his countrymen in local and national elections. During the Civil War he served bravely, fighting in some of the most important battles. Although much better known in Germany than in America, he founded a remarkable family in the Midwest that is still flourishing and is a major example of the melding of the European and American traditions of liberty. The work draws heavily from original sources, including letters and diaries at the Western Historical Manuscript Collection, the Missouri Historical Society, and the St. Louis Mercantile Library.

The Prague Uprising of 1848 was part of the powerful series of revolutions that shook practically the entire European Continent as the middle classes and urban and rural workers pressed against the rule of aristocrats and monarchs. Czech Marxist historian Josef Polisensky analyzes the general turmoil of revolutionary thought and action in Europe and then focuses on the specific case of the Prague Uprising. By using previously untouched sources—the records of hundreds of noble houses that came under the control of the Czech Archival Administration after World War II—Polisensky is able to show how those of the old social establishment fought the participants in the Uprising and temporarily restored the rule of the aristocracy. Since 1945, what ‘conservative’ means has troubled intellectuals, politicians and parties in the United Kingdom and West Germany. In Britain conservatism was an accepted term of the political vocabulary, denoting a particular tradition of political thought and practice. In West Germany, by contrast, conservatism was a difficult concept for the young democracy to swallow. It carried a heavy antiliberal and antidemocratic burden and led people to question whether there was a place for conservatism within democratic culture after all. The Guardians of Concepts scrutinizes the debates about conservatism in the UK and the Federal Republic of Germany from the late 1940s to the early 1980s. Informed by historical semantics, it conceives of conservatism as a flexible linguistic structure, and shows the importance of language for the self-understanding of many conservatives, who not by chance, have regarded themselves as the guardians of concepts. The intense national and transnational debates about the meaning of conservatism had far-reaching consequences and continue to influence politics today.
