This guide provides assistance to development professionals to integrate the gender transformative approach (GTA) in project interventions that focus on food security, nutrition and sustainable agriculture, in view of advancing gender equality and women’s empowerment. It provides step-by-step detailed guidance for project and programme staff on how to integrate the GTA at every phase of the project cycle. It also provides examples of practical tools and methodologies that can help build agency for women and men, and transform unequal power relations and discriminatory social institutions (e.g. gender norms, policies, legislation). In Part 1, this guide provides an overview of the GTA, explaining the key dimensions and spheres of influence for gender transformative change and describing key considerations in gender transformative programming. Part 2 provides step-by-step guidance on how to integrate the GTA throughout the project cycle: identification, formulation, implementation and monitoring, evaluation and closure. More than a decade has passed since the publication of the series entitled Social Analysis of Agriculture and Rural Investment Projects, which comprises three complementary manuals – the Manager’s, Practitioner’s and Field guides. During this time, conflict, climate change and economic downturns have been driving up poverty, hunger, and socioeconomic inequalities, reducing the resilience of agrifood systems. In response, the FAO Investment Centre has updated the Social Analysis guides to address the evolving and volatile rural transformation context, providing programme managers, practitioners and field workers with a set of enhanced tools for the design, implementation and evaluation of inclusive investments in agrifood systems. Today’s investments must prioritize more demand-driven, people-centred, culturally sensitive and locally owned sustainable approaches, with increased attention to reducing gender and other inequalities. Operationalizing these principles contributes to FAO’s and financing agencies’ objectives of ending poverty, improving food security and nutrition, and reducing inequalities. The goal of the updated guides is to support investments that contribute to inclusive, resilient and sustainable agrifood systems, aligned with the outcomes of the UN Food Systems Summit, the Sustainable Development Goals (SDGs), and the core principle of leaving no one behind. This resource guide aims to support decision-makers, development practitioners, trainers and civil society organizations representing both farmers and rural women in designing and implementing climate investment projects and programmes in the Europe and Central Asia Region. It features a practical conceptual framework to enhance gender mainstreaming in climate investment programming with a particular emphasis on the Green Climate Fund and Global Environment Facility modalities. The resource guide highlights practical examples and lessons learned relating to gender mainstreaming from the FAO regional climate investment portfolio by featuring six gender mainstreaming experiences (Armenia, Georgia, the Republic of Moldova, Kosovo, Tajikistan and the region of Central Asia) delivering “better production, better nutrition, a better environment and a better life” as described in the FAO Strategic Framework 2022–2031. The case studies demonstrate how key results contribute to women’s empowerment, by increasing their access to decision-making mechanisms and realizing women’s pivotal role in taking forward climate change adaptation and mitigation work at the three levels of intervention (policy, institutional and beneficiary). This evaluation assesses the extent to which FAO adopted an effective, coherent and transformative approach to its work on climate action from 2015 to 2020, by contributing to the achievement of SDG 13 targets and the Paris Agreement. The methodology included portfolio analysis, quantitative content analysis of over 500 documents, participatory stakeholder workshops, desk reviews, interviews with 488 stakeholders, analysis of key FAO products, 3 global surveys, and 13 country case studies. The evaluation’s findings are (i) FAO’s Strategic Framework is aligned with SDG 13 and the Paris Agreement. However, FAO has not expressed a long-term vision on its leadership role in agriculture for climate action; nor does FAO governance yet reflect a clear and strategic focus on its mission on climate action; (ii) The 2017 Climate Change Strategy has effectively supported FAO’s work, but it is not fully integrated into corporate decision-making; (iii) FAO has made relevant contributions by supporting national capacity building for climate action; (iv) FAO’s contributions to SDG 13 and the uptake of products and tools are not systematically monitored and reported; (v) There is little alignment of portfolios between divisions and no systematic approach to trade-offs. Consequently, the root causes of climate change on agriculture are not being addressed in an integrated way; (vi) FAO has strong capacity, but the current business model results in uneven distribution of human and financial resources and in fragmented, short-term projects reach; (vii) FAO contributed to climate adaptation and mitigation by collaborating with Members and other partners, although it has engaged less in innovative partnerships with the private sector, financing institutions and civil society; (viii) FAO has progressed on the inclusion of gender-specific climate action initiatives. The recommendations of the evaluation include developing a corporate narrative on climate change and food systems; formulating a new Climate Change Strategy and action plan; improving the climate change labelling of its project portfolio; mainstreaming climate action into all offices, divisions and levels, and including coordination and guidance to embed procedures in the project cycle, quality assurance and learning mechanisms; adopting a climate action-focused programmatic approach; running an assessment to identify capacity gaps, needs and opportunities and, accordingly, strengthening the capacity of staffing, funding and inter-office communication; enhancing its partnerships and seeking out innovative partnerships; and mainstreaming the core “leave no one behind” by including women, youth, the extreme poor, indigenous peoples and other vulnerable groups.

The purpose of the training module is to provide learners with a better understanding of what the gender roles in CSA are and their critical impact on project outcomes and sustainability. The training will teach them about different methods and tools to identify, formulate, implement, monitor and evaluate gender-responsive actions and practices in CSA development projects. Through the training, learners will become familiar with the main concepts of gender, climate change and climate-smart agr iculture. They will also understand the relevance of gender dimensions in climate change adaptation and mitigation and in developing gender-responsive CSA interventions. Furthermore, they will learn the steps to take and tools and approaches available for conducting gender analysis and promoting gender mainstreaming in CSA project design, implementation and monitoring. The manual also presents available gender, climate change and CSA guidelines and other relevant materials to support learners in their work in implementing gender-responsive interventions. This training module provides basic information for organizing a short training workshop to develop gender mainstreaming capacities in CSA-related projects, throughout the whole project cycle. The module mainly focuses on activities in the field. It is important to recognize, however, that gender-responsive CSA development also requires actions at the institutional and policy level as well as changes in the existing social and cultura l norms. The module also provides some recommendations for better integration of gender issues in governments’ CSA policies and strategies.
