Lantis examines continuity and change in German foreign policy in the decade since unification. Between 1949 and 1990, the Federal Republic of Germany pursued one of the most consistent foreign policy patterns of any Western power. Restrictions on an assertive German military posture became deeply rooted in the public psyche, in foreign policy tradition, and in the Basic Law. However, the end of the Cold War, the collapse of the Soviet Union, and the unification of Germany have fundamentally changed the international and domestic parameters of German foreign policy. A review of contemporary developments shows that a dramatic evolution of German foreign policy is currently underway—from checkbook diplomacy in the Gulf War to the humanitarian relief mission in the Horn of Africa, and from Contact Group diplomacy to airstrikes in Kosovo. To explore this evolution of German foreign policy since unification, Lantis presents an innovative model of external-internal linkages derived from two important areas of scholarship on the role of international crises as catalysts for foreign policy change and the importance of domestic political conditions that ultimately determine the scope and pace of such change. Five original case studies place German political debates about how best to respond to challenges of the post-Cold War era in social and historical context by drawing on discursive analyses of government documents, parliamentary debates, and elite interviews. These cases illustrate the rise of a new consensus on the political left for engagement in global affairs, reinterpretations of historical lessons for contemporary German policy, and the constitutional challenges of global activism since unification. Of particular interest to scholars, students, and researchers involved with German politics, international security policy, and comparative foreign policy.

This book uses a comparative case study approach to examine how security cultures change under the impact of political shocks and learning through failure. The book thus analyzes the security cultures of Germany and the United States as they evolve under the impact of the war in Bosnia-Herzegovina from 1992 to 1995. The thesis thereby also enhances our understanding of German and U.S. foreign policies. Using paired observations for controlled comparison, the thesis employs process tracing to examine the nature and quantity of change. The case studies demonstrate that security cultures influence the assessment of political situations, restrain policy objectives, and condition the range of issues to which political attention is devoted. Both cases reveal that security cultures affect the evaluation of policy options and the choices that are made. The thesis argues that different transformations of German and U.S. security cultures led to divergent political behavior particularly with regard to the use of force, resulting in more forceful and effective interventions in Bosnia and a reframing of future interventions in third-party conflicts. Domestic reactions to the Bosnian war transformed the security culture in Germany, whereas reactions in the U.S. triggered a re-ranking of cultural preferences. Understanding how security cultures change and evolve through exogenous and endogenous factors improves the chances of policy success in today's challenging international environment.

This book examines US hegemony and international legitimacy in the post-Cold War era, focusing on its leadership in the two wars on Iraq. The preference for unilateral action in foreign policy under the Bush Administration, culminating in the use of force against Iraq in 2003, has unquestionably created a crisis in the legitimacy of US global leadership. Of central concern is the ability of the United States to act without regard for the values and interests of its allies or for international law on the use of force, raising the question: does international legitimacy truly matter in an international system dominated by a lone superpower? US Hegemony and International Legitimacy explores the relationship between international legitimacy and hegemonic power through an in depth examination of two case studies – the Gulf Crisis of 1990-91 and the Iraq Crisis of 2002-03 – and examines the extent to which normative beliefs about legitimate behaviour influenced the decisions of states to follow or reject US leadership. The findings of the book demonstrate that subordinate states play a crucial role in consenting to US leadership and endorsing it as legitimate and have a significant impact on the ability of a hegemonic state to maintain order with least cost.
