Wie in sozialen Angelegenheiten üblich, ist das Resultat vorab schwer abzuschätzen. Doch wann spricht man von einem negativen Ergebnis in der Entwicklungshilfe? Und wann ist Entwicklungshilfe gelungen? Ist es überhaupt sinnvoll zu helfen und wie würde man dann Nicht-Hilfe rechtfertigen? Wem hilft die Entwicklungshilfe eigentlich? Dient die Hilfe letzten Endes nur als Daseinsberechtigung für die Helfenden und verstellt gar das Selbsthilfepotential derer, denen geholfen wird, indem ihnen geholfen wird? Diesen Fragen wollen wir im ersten Teil der vorliegenden mit Hilfe der 3 Verdachtsmomente (Motiv-, Stigmatisierungs- und Effizienzverdacht) von Dirk Baecker nachgehen. Welchen Orientierungsrahmen setzt die Regierung, um Entwicklungshilfe erfolgreich nennen zu können? Welche Strategien gibt, es den Verdachtsmomenten Baeckers zu entgehen? Gibt es Richtlinien für Entwicklungszusammenarbeit bzw. -hilfe? Für wen sind diese verbindlich? Und wer kontrolliert deren Einhaltung? Auf die Existenz und Verbindlichkeit von Richtlinien und Strategien der Entwicklungspolitik, also staatlicher Rahmenbedingungen, wird im zweiten Teil der Arbeit näher eingegangen. Hierbei bilden die Ergebnisse aus UNKonferenzen, die Millenniumsentwicklungsziele und die Pariser Erklärung den Hauptbezugspunkt. Der dritte Teil der Arbeit beschäftigt sich mit den Fragen der Maßnahmen, die im Prozess von Bedeutung sind. Maßnahmen und Vorgaben bei der Durchführung von Entwicklungshilfeprojekten stehen in diesem Abschnitt im Vordergrund. Dabei werden einschlägige Begriffe, die der Entwicklungshilfe als Orientierung dienen, näher erklärt. [...] Des Weiteren wird in Kapitel 3 auf die Erfolgs- und Wirkungsmessung von Entwicklungshilfe-Projekten eingegangen. Hierbei beschäftigen uns die Fragen, wann ein Entwicklungshilfe-Projekt als hilf- und erfolgreich gilt. Und ob die genannten politischen Richtlinien und Maßnahmen zur Umsetzung von Projekten den Helfern dabei helfen, erfolgreich zu unterstützen. Critics of foreign aid programs have long argued that poverty reflects government failure. In this paper I analyze the effectiveness of foreign aid programs to gain insights into political regimes in aid recipient countries. My analytical framework shows how three stylized political/economic regimes labeled egalitarian, elitist and laissez-faire would use foreign aid. I then test reduced form equations using data on nonmilitary aid flows to 96 countries. I find that models of elitist political regimes best predict the impact of foreign aid. Aid does not significantly increase investment and growth, nor benefit the poor as measured by improvements in human development indicators, but it does increase the size of government. I also find that the impact of aid does not vary according to whether recipient governments are liberal democratic or highly repressive. But liberal political regimes and democracies, ceteris paribus, have on average 30% lower infant mortality than the least free regimes. This may be due to greater empowerment of the poor under liberal regimes even though the political elite continues to receive the benefits of aid programs. An implication is that short term aid targeted to support new liberal regimes may be a more successful means of reducing poverty than current programs.

Eritrean refugees crisscross between countries in the Horn of Africa and North Africa in search of a safe place. Along their journeys, they are looted, threatened, intimidated, violated, and held for ransom. This book revisits the human trafficking crisis that first emerged in the Sinai at the end of 2008 and examines the expansion of human trafficking of Eritrean refugees and other forms of exploitation beyond the Sinai. It focuses on the modus operandi of these practices and on identifying their key facilitators and beneficiaries. The book locates the origin of these practices within Eritrea; it reveals how a deliberate policy of impoverishment and human rights abuses has driven the people out of the country, and how individuals within Eritrea, and particularly within the ruling party, benefit from the smuggling and trafficking of Eritrean refugees. The use of information communication technologies (ICTs) is identified as key to the new modus operandi of this criminal business and is found to further facilitate widespread collective trauma amongst Eritreans, who witness the abuse of their family members and fellow nationals through digital networks. An entire section in this book is dedicated to assessing the extent and effects of individual and collective trauma caused by Sinai trafficking and to examining potential approaches to healing. Other sections discuss the vulnerabilities of Eritrean minors and women, and the connections between human trafficking, terrorism and organ trafficking. The last section of the book raises the question of accountability. It examines and evaluates international responses to this forgotten crisis, and discusses the need for policies that tackle the problem where it emerges: in Eritrea.

Anthropologists have written a great deal about the coastal adaptations and seafaring traditions of Pacific Islanders, but have had much less to say about the significance of rivers for Pacific island culture, livelihood and identity. The authors of this collection seek to fill that gap in the ethnographic record by drawing attention to the deep historical attachments of island communities to rivers, and the ways in which those attachments are changing in response to various forms of economic development and social change. In addition to making a unique contribution to Pacific island ethnography, the authors of this volume speak to a global set of issues of immense importance to a world in which water scarcity, conflict, pollution and the degradation of riparian environments afflict growing numbers of people. Several authors take a political ecology approach to their topic, but the emphasis here is less on hydro-politics than on the cultural meaning of rivers to the communities we describe. How has the cultural significance of rivers shifted as a result of colonisation, development and nation-building? How do people whose identities are fundamentally rooted in their relationship to a particular river renegotiate that relationship when the river is dammed to generate hydro-power or polluted by mining activities?
