As China emerges as an international economic and military power, the world waits to see how the nation will assert itself globally. Yet, as M. Taylor Fravel shows in Strong Borders, Secure Nation, concerns that China might be prone to violent conflict over territory are overstated. The first comprehensive study of China's territorial disputes, Strong Borders, Secure Nation contends that China over the past sixty years has been more likely to compromise in these conflicts with its Asian neighbors and less likely to use force than many scholars or analysts might expect. By developing theories of cooperation and escalation in territorial disputes, Fravel explains China's willingness to either compromise or use force. When faced with internal threats to regime security, especially ethnic rebellion, China has been willing to offer concessions in exchange for assistance that strengthens the state's control over its territory and people. By contrast, China has used force to halt or reverse decline in its bargaining power in disputes with its militarily most powerful neighbors or in disputes where it has controlled none of the land being contested. What changes in China’s modern military policy reveal about military organizations and strategy Since the 1949 Communist Revolution, China has devised nine different military strategies, which the People’s Liberation Army (PLA) calls “strategic guidelines.” What accounts for these numerous changes? Active Defense offers the first systematic look at China’s military strategy from the mid-twentieth century to today. Exploring the range and intensity of threats that China has faced, M. Taylor Fravel illuminates the nation’s past and present military goals and how China sought to achieve them, and offers a rich set of cases for deepening the study of change in military organizations. Drawing from diverse Chinese-language sources, including memoirs of leading generals, military histories, and document collections that have become available only in the last two decades, Fravel shows why transformations in military strategy were pursued at certain times and not others. This book analyzes when, how, why, and to what effect China has used its armed forces in recent decades to coerce other actors in the international system. Over the past 20 years, China’s international status as a “great power” has become undeniable. China’s “peaceful rise” has included substantial investments in military modernization and an increasingly assertive regional posture. While China has not waged war since 1979, it has frequently resorted to what the U.S. State Department has referred to as “gangster tactics” – threats, intimidation, and armed confrontation – to advance its strategic aims. This volume illuminates the ways in which China has employed its military and paramilitary tools to coerce other states, and examines the motivations and specific foreign policy objectives that China has pursued using force short of war. The study presents new analysis of an original dataset on coercive actions undertaken by China’s armed forces, taking into account the political objectives pursued and the environmental contexts in which these operations occurred. It also presents a series of expert case studies addressing the most consequential examples of China using force to coerce in recent decades. The volume contributes to a more historically informed, empirically based understanding of great power competition. Unpacking of the dynamics of conflict under conditions of nuclear monopoly, Paul C. Avey argues in Tempting Fate that the costs and benefits of using nuclear weapons create openings that weak nonnuclear actors can exploit. Avey uses four case studies to show the key strategies available to nonnuclear states: Iraqi decision-making under Saddam Hussein in confrontations with the United States; Egyptian leaders' thinking about the Israeli nuclear arsenal during wars in 1969–70 and 1973; Chinese confrontations with the United States in 1950, 1954, and 1958; and a dispute that never escalated to war, the Soviet-United States tensions between 1946 and 1948 that culminated in the Berlin Blockade. Strategies employed include limiting the scope of the conflict, holding chemical and biological weapons in reserve, seeking outside support, and leveraging international non-use norms. Avey demonstrates clearly that nuclear weapons cast a definite but limited shadow, and while the world continues to face various nuclear challenges, understanding conflict in nuclear monopoly will remain a pressing concern for analysts and policymakers.
