The editor of this book has brought together contributions designed to capture the essence of post-communist politics in East-Central Europe and Eurasia. Rather than on the surface structures of nominal democracies, the nineteen essays focus on the informal, often intentionally hidden, disguised and illicit understandings and arrangements that penetrate formal institutions. These phenomena often escape even the best-trained outside observers, familiar with the concepts of established democracies. Contributors to this book share the view that understanding post-communist politics is best served by a framework that builds from the ground up, proceeding from a fundamental social context. The book aims at facilitating a lexical convergence; in the absence of a robust vocabulary for describing and discussing these often highly complex informal phenomena, the authors wish to advance a new terminology of post-communist regimes. Instead of a finite dictionary, a kind of conceptual cornucopia is offered. The resulting variety reflects a larger harmony of purpose that can significantly expand the understanding the “real politics” of post-communist regimes. This book is the first comprehensive examination of the citizenship regimes of the new states that emerged out of the break up of Yugoslavia. It covers both the states that emerged out of the initial disintegration across 1991 and 1992 (Slovenia, Croatia, Bosnia-Herzegovina, the Federal Republic of Yugoslavia and Macedonia), as well as those that have been formed recently through subsequent partitions (Serbia, Montenegro and Kosovo). While citizenship has often been used as a tool of ethnic engineering to reinforce the position of the titular majority in many states, in other cases citizenship laws and practices have been liberalised as part of a wider political settlement intended to include minority communities more effectively in the political process. Meanwhile, frequent (re)definitions of these increasingly overlapping regimes still provoke conflicts among post-Yugoslav states. This volume shows how important it is for the field of citizenship studies to take into account the main changes in and varieties of citizenship regimes in the post-Yugoslav states, as a particular case of new state citizenship. This book examines the relationship between corruption scandals and transitional processes in post-Milošević Serbia after 2000. The study challenges the view that corruption has always been understood as a conflict between private interests and the public good, as these concepts are defined in Western democracies, and explores how anti-corruption discourse has been used for political mobilisation. Through an examination of high-profile political scandals in Serbia, the author shows how the meaning of corruption changed over time. In the early 2000s, corruption focused on the legacy of Milošević’s rule and was identified through the public’s limited access to the privatisation process. By the end of the decade, conceptualisations of corruption in public debate were so diversified that each anti-corruption measure undertaken by the state was interpreted as an act of corruption by other voices in the discourse. Workers' self-management was one of the unique features of communist Yugoslavia. Goran Musić has investigated the changing ways in which blue-collar workers perceived the recurring crises of the regime. Two self-managed metal enterprises, one in Serbia another in Slovenia, provide the frame of the analysis in the time span between 1945 and 1989. These two factories became famous for strikes in 1988 that evoked echoes in popular discourses in former Yugoslavia. Drawing on interviews, factory publications and other media, local archives, and secondary literature, Musić analyzes the two cases, going beyond the clichés of political manipulation from the top and workers' intrinsic attraction to nationalism. The author explains how, in the later phase of communist Yugoslavia, growing social inequalities among the workers and undemocratic practices inside the self-managed enterprises facilitated the spread of a nationalist and pro-market ideology on the shop floors. Yet rather than being a mass taken advantage of by populist leaders, the working class Musić presents is one with agency and voice, a force that played an important role in shaping the fate of the country. The book thus seeks to open a debate on the social processes leading up to the dissolution of Yugoslavia.
