This analysis of the Yugoslav democratisation process explains the variation of regime outcomes within a structuralist framework. Focusing on the post‐socialist world, it goes beyond ethnicity and elite agency to bring the role of class and the state into discussions of third wave democracies. Offering an in‐depth study of four post‐Yugoslav cases and relying on extensive field work, it examines how civil society, state structures and elite agency influence the trajectories of Croatia, North Macedonia, Serbia and Slovenia after the end of socialism. The analysis also considers the impact of the European Union on domestic conditions. The author argues that no single factor explains the occurrence of democracy. It is instead the result of the combination of an autonomous civil society, a non‐captured state and ruling elites willing to implement democratic reforms. Concomitant with this, the analysis provides evidence that the only sufficient condition for the occurrence of democracy is non‐captured state structures. State capacity, therefore, plays a central role in democratisation. This book will be of interest to scholars and students of Eastern Europe, Southeastern Europe, the EU and democratisation, as well as to policymakers and nongovernmental organisations.

Europeanization and Informal Networks in Southeastern Europe considers the impact of political culture, including informal rules which regulate political behaviour, on formal political processes. Exploring the EU accession processes of Slovenia, Croatia, and Serbia, the author identifies how the working and social culture of political elites enabled and/or constrained the ability of the respective legislatures to pass the reforms necessary to become members of the EU. The innovative approach quantifies informality at the elite level, taking a rigorous, multi-methods approach to identifying the sometimes-subtle impact of informal cultures on formal political processes. In doing so, it demonstrates the added value from studying informality by providing a richer understanding of the factors which help motivate and drive political action, and which may be invisible to an outside observer. By examining features such as the connectedness of individuals and key committees, Mesarovich finds that hierarchical network structures can both accelerate and interfere with reform processes under different conditions. This book is the first comprehensive examination of the citizenship regimes of the new states that emerged out of the break up of Yugoslavia. It covers both the states that emerged out of the initial disintegration across 1991 and 1992 (Slovenia, Croatia, Bosnia-Herzegovina, the Federal Republic of Yugoslavia and Macedonia), as well as those that have been formed recently through subsequent partitions (Serbia, Montenegro and Kosovo). While citizenship has often been used as a tool of ethnic engineering to reinforce the position of the titular majority in many states, in other cases citizenship laws and practices have been liberalised as part of a wider political settlement intended to include minority communities more effectively in the political process. Meanwhile, frequent (re)definitions of these increasingly overlapping regimes still provoke conflicts among post-Yugoslav states. This volume shows how important it is for the field of citizenship studies to take into account the main changes in and varieties of citizenship regimes in the post-Yugoslav states, as a particular case of new state citizenship. At the same time, it seeks to show scholars of (post) Yugoslavia and the wider Balkans that the Yugoslav crisis, disintegration and wars as well as the current functioning of the new and old Balkan states, together with the process of their integration into the EU, cannot be fully understood without a deeper understanding of their citizenship regimes. Memory in the Balkans has often been described as binding, authoritative, and non-negotiable, functioning as a banner of war. This book challenges such a one-dimensional representation and offers a more nuanced analysis that accommodates frequently ignored instances of transnational solidarity, dialogue, communal mourning and working through a difficult past. Exploring a broad range of memorial practices, the book focuses on the ways in which cultural memory is mediated, performed and critically reworked by literature and the arts in the former Yugoslavia. Against the methodological nationalism of works that study Serbian, Croatian, or Bosniak culture as self-contained, this book examines post-Yugoslav literature, film, visual culture, and politicized art practices from a supranational angle. This book focuses on the relations between citizenship and various manifestations of diversity, including, but not exclusively, ethnicity. Contributors address migrants and minorities in a novel and original way by adding the concept of ‘uneven citizenship’ to the debate surrounding the former Yugoslavian states. Referring to this ‘uneven citizenship’ concept, this book not only engages with exclusionary legal, political and social practices but also looks at other unanticipated or unaccounted for results of citizenship policies. Individual chapters address statuses, rights, and duties of refugees, internally displaced persons (IDPs), returnees, Roma, and ‘claimed co-ethnics’, as well as various interactions between dominant and non-dominant groups in the post-Yugoslav space. The particular focus is on ‘migrants and minorities’, as these are frequently overlapping categories in the post-Yugoslav context and indeed more generally. Not only is policy framework addressed, but also public understanding and the socio-historical developments which created legally and culturally stratified, transnationally marginalized, desired and claimed co-ethnics, and those less wanted, often on the margins of citizenship. In the 1990s, amid political upheaval and civil war, the Socialist Federal Republic of Yugoslavia dissolved into five successor states. The subsequent independence of Montenegro and Kosovo brought the total number to seven. Balkan scholar and diplomat to the region Mieczyslaw P. Boduszynski examines four of those states—Croatia, Slovenia, Macedonia, and the Federal Republic of Yugoslavia—and traces their divergent paths toward democracy and Euro-Atlantic integration over the past two decades. Boduszynski argues that regime change in the Yugoslav successor states was powerfully shaped by both internal and external forces: the economic conditions on the eve of independence and transition and the incentives offered by the European Union and other Western actors to encourage economic and political liberalization. He shows how these factors contributed to differing formulations of democracy in each state. The author engages with the vexing problems of creating and sustaining democracy when circumstances are not entirely supportive of the effort. He employs innovative concepts to measure the quality of and prospects for democracy in the Balkan region, arguing that procedural indicators of democratization do not adequately describe the stability of liberalism in post-communist states. This unique perspective on developments in the region provides relevant lessons for regime change in the larger post-communist world. Women's emancipation through productive labour was a key tenet of socialist politics in post-World War II Yugoslavia. Mass industrialisation under Tito led many young women to join traditionally 'feminised' sectors, and as a consequence the textile sector grew rapidly, fast becoming a gendered symbol of industrialisation, consumption and socialist modernity. By the 1980s Yugoslavia was one of the world's leading producers of textiles and garments. The break-up of Yugoslavia in 1991, however, resulted in factory closures, bankruptcy and layoffs, forcing thousands of garment industry workers into precarious and often exploitative private-sector jobs. Drawing on more than 60 oral history interviews with former and current garment workers, as well as workplace periodicals and contemporary press material collected across Croatia, Macedonia, Serbia, Bosnia-Herzegovina and Slovenia, Women and Industry in the Balkans charts the rise and fall of the Yugoslav textile sector, as well as the implications of this post-socialist transition, for the first time. In the process, the book explores broader questions about memories of socialism, lingering feelings of attachment to the socialist welfare system and the complexity of the post-socialist era.
