First conducted during the 1987-88 school year, the Schools and Staffing Survey (SASS) provides periodic data on public and private schools in the United States. The Student Records Questionnaire was added during the 1993-94 cycle of SASS to collect student-level data from public schools, private schools, and schools funded by the Bureau of Indian Affairs (BIA). The schools provided information from their administrative records for randomly selected students; American Indian and Alaska Native (AIAN) students were oversampled. Extensive data tables present total national enrollments by type of school, race/ethnicity, sex, community type (rural/urban), and region; describe characteristics of AIAN students (tribal membership and enrollment, currently taught or counseled by AIAN staff); and provide information from BIA schools, public schools, and private schools for AIAN students, other minority students, and White non-Hispanic students, and for males and females on the following: (1) students who withdrew, dropped out, or were chronically truant and reasons for the behavior; (2) students receiving special programs or services; (3) disabilities; (4) retention in grade; (5) junior high and high school students enrolled in various science and mathematics courses; (6) students enrolled in various Native studies, culture, and language courses; (7) students who completed advanced placement courses; (8) high school juniors and seniors who sent transcripts to colleges; and (9) students whose primary language is not English and those with limited English proficiency. Technical notes detail survey content, methodology, and definitions. Appendices include standard error tables, the Student Records Questionnaire, and a list of SASS data products. (SV)

Education-agency and school staff are legally and ethically responsible for safeguarding student information. In addition to federal and state laws and regulations, education agencies need policies and procedures to guide their everyday information-maintenance operations. This document provides examples of policies and procedures as well as guidelines for deciding what is needed to ensure the privacy of student information. Section 1 provides an overview of the issues and discusses important concepts and terminology used throughout the document. Section 2 describes federal laws protecting the privacy of students that have implications for the maintenance and release of student data by state and local education agencies. The third section describes appropriate procedures for collecting individual information about students. Section 4 explains the management controls and policies needed to maintain and use data within the agency or school. It also addresses the issue of assessing who in an agency or school has a "legitimate educational interest" in specific information about an individual student. The fifth section describes procedures for providing access to a student's education record by the eligible student or the parent. The final section suggests procedures for handling external requests to release information from individual school records. The appendices contain the text of key federal rules and regulations. This report presents results of research conducted in 1982 on the management of student information in Ontario. Amendments in 1982 to the Education Act, referred to as "Bill 82," mandated maintenance of student information and documentation of certain decision-making processes. The study examines the bill's legal implications and analyzes practices based on data gathered from 18 school systems. Following a summary of recommendations, chapter 1 presents a history of the Ontario Student Record and a statement of study procedure. Chapter 2 provides a study framework based on literature analysis of student information systems and educational theory. Management characteristics of an information system are modeled. Chapter 3 focuses on information needs of personnel. Models illustrate decision making about students and outline information flow. Chapter 4 discusses the legal basis of the student information system and effects of recent legislative amendments. Chapter 5 evaluates legislative provision for legal-ethical considerations. Chapter 6 details study methodology, including statistical data gathered through interviews, questionnaires, and records. Data are presented in tables. Chapter 7 summarizes current needs of student information systems as gathered from questionnaires and records. Chapter 8 offers a model of a student information system.
