It is estimated that, in the United States, around 20 percent of all Police-reported road crashes involve driver distraction as a contributing factor. This figure increases if other forms of inattention are considered. Evidence (reviewed in this volume) suggests that the situation is similar in other countries and that driver distraction and inattention are even more dangerous as contributing factors in crashes than drug and alcohol intoxication. Having a solid evidence-base from which to develop injury countermeasures is a cornerstone of road-safety management. This book adds to the accumulating evidence-base on driver distraction and inattention. With 24 chapters by 52 authors from more than 10 countries, it provides important new perspectives on the definition and meaning of driver distraction and inattention, the mechanisms that characterize them, the measurement of their effects, strategies for mitigating their effects, and recommendations for further research. The goal of this book is to inspire further research and countermeasure development to prevent and mitigate the potentially adverse effects of driver distraction and driver inattention, and, in doing so, to save lives.

Distracted driving is a behavior dangerous to drivers, passengers, and non-occupants alike. Distraction is a specific type of inattention that occurs when drivers divert their attention from the driving task to focus on some other activity instead. Of those people killed in distraction-affected crashes, 408 occurred in crashes in which at least one of the drivers was using a cell phone (13% of fatalities in distraction-affected crashes) at the time of the crash. Use of a cell phone includes talking/listening to a cell phone, dialing/texting a cell phone, or other cell-phone-related activities. In keeping with the National Highway Traffic Safety Administration's distraction plan (Overview of the National Highway Traffic Safety Administration's Driver Distraction Program, April 2010, DOT HS 811 299), the agency continues to refine collection of information about the role of distracted driving in police-reported crashes. This book examines data gathered on specific distracting activities to support the development of safety countermeasures and to conduct improved data analysis.

This three-paper dissertation addresses gaps in the literature focused on distracted driving and the impact of regulations aimed at reducing its prevalence. With the widespread proliferation of mobile phone usage and more sophisticated in-vehicle entertainment and information systems, it is now commonplace for drivers to engage in non-driving activities (also referred to as "secondary tasks") while driving. It is widely believed that distracted driving is positively related to motor vehicle crashes and other undesirable driving outcomes. This dissertation specifically focuses on three topics: (1) the nature of the distracted driving literature given the numerous secondary tasks, driving performance outcomes, and study settings examined and used by researchers, (2) the impact of texting messaging regulations on motor vehicle crash-related fatalities, and (3) the impact of text messaging regulations on motor vehicle crash-related hospitalizations. The first study in this dissertation is a systematic review of studies that examined the relationship between selected distracted driving activities and various driving performance outcomes. It quantifies the proportion of existing studies that have focused on specific distracting activities (mobile phone use, cigarette smoking, listening to music, etc.) and specific driving performance outcomes, (e.g. crashes, injuries, fatalities, following distance). The first paper also identifies the types of studies that are more likely to find detrimental relationships between secondary tasks and driving performance outcomes. The second paper in this dissertation examines whether states that have prohibited text messaging while driving have seen decreases in motor vehicle crash-related fatality counts. Because text messaging restrictions are nuanced across states, this paper will additionally determine whether more stringent and comprehensive restrictions result in the greatest decreases in fatality counts. The third paper of this dissertation will determine whether states with primarily enforced text messaging restrictions have seen decreases in motor vehicle crash-related hospitalization counts.

With the increased use of electronic devices, distracted driving is assumed to be one of the main causes of crashes. The Illinois Department of Transportation (IDOT) has demonstrated interest in addressing distracted driving. However, the real impact of distracted driving on traffic crashes in Illinois is still unclear because of what appears to be a lack of accurate reporting. The objective of this project is to conduct a literature review, prepare a summary of findings for evaluating the relationship between distracted driver behavior and other factors, and identify best practices to mitigate distracted driving. The research team reviewed articles, reports, websites, advertisements, laws, and media reports in related disciplines, including engineering, safety, health care, psychology, law, etc. They compiled information on the characteristics of distracted driving, factors influencing distracted driving, and its association with crashes/crash risk. They also compiled information on laws restricting cell phone use as well as their enforcement and effectiveness, technologies and resources targeting distracted driving, and campaigns and education programs. This study found that electronic device use is not the only highly frequent distracted driving behavior. Attitude is also an underlying cause of distracted driving. Conclusions of past studies on the impacts of distracted driving on crashes/crash risk are not sound and concrete because of the limitations of their research approaches. Although there are no federal regulations to date, all states in the United States (except Montana) have passed laws to restrict cell phone use to some extent or to certain groups of drivers. High-visibility enforcement may be the best deterrent for distracted driving enforcement but may require additional labor and other resources to achieve the best results. Despite the prevalence of cell phone bans and increased efforts in enforcement, the effectiveness of cell phone bans is arguable. The key to addressing distracted driving is to change driver behavior. Successful traffic safety campaigns to change driver behavior have demonstrated the necessity to adopt a “three Es” approach: enactment of a law, rigorous enforcement of the law, and education of the public about the law. To change distracted driving behavior, the appropriate approach should be “three Es” and technology adoption. Based on the findings of the literature review, recommendations were made on steps to address distracted driving.

This technical assistance report conducted an extensive literature review to obtain the state of knowledge on existing research on distracted driving in the US. The objective of this report was to review relevant studies on distracted driving including measurements, strategies, legislation, employer policies, and technologies used nationally to prevent distracted driving, to acquire the information needed to address distracted driving in Louisiana. Distracted driving has been measured in several type of studies, including crash data, observational, attitudinal, enforcement, naturalistic driving, and driving simulators. The number of states that included distracted driving as an emphasis area in their SHSPs has increased over the last few years. The strategies used to address distracting driving are typically focused on improving data collection, education, enforcement and adjudication, engineering, and legislation. Nationally, there are hand-held cell phone bans, text messaging bans, and all cell phone bans. Currently, 16 states and 4 territories have hand-held cell phones bans for all drivers as a primary enforcement law while 47 states and 4 territories ban text messaging for all drivers. The effectiveness of hand-held cell phone bans on hand-held phone use appeared to maintain long term reductions but on crashes showed mixed results. Employers have begun implementing their own policies regarding hand-held cell phone use while driving. National Road Safety Partnership Program of Australia and the National Safety Council released kits that can be used as groundwork by employers to develop their distracted driving policy. Distracted driving technologies range from being completely free to upwards of $150, depending on if they are app-only or what type of hardware is required. Overall, there are varying degrees of distracted driving prevention for drivers, ranging from simply rendering the phone useless while in motion to actually changing the capabilities of the vehicle. However, there is no research data to support the effectiveness of these technologies. Nationally, the state of the practice to address distracted driving and improve roadway safety focused on improving data collection, legislation, enforcement, improving infrastructure, and communication and outreach.

Traffic psychology is a rapidly expanding and broad field within applied psychology with a considerable volume of research activities and a growing network of academic strands of enquiry. The discipline primarily focuses on the behaviour of road users and the psychological processes underlying these behaviours, looking at issues such as cognition, distraction, fatigue, personality and social aspects, often delivering practical applications and educational interventions. Traffic psychology has been the focus of research for almost as long as the motor car has been in existence and was first recognised as a discipline in 1990 when the International Association of Applied Psychology formed Division 13: Traffic and Transportation Psychology.
