This book examines the emergence of new international norms to govern the spread of small arms, and the extent to which these norms have been established in the policies and practices of states, regions and international organizations. It also attempts to establish criteria for assessing norm emergence, and to assess the process of norm development by comparing what actually happens at the multilateral level. If norm-making on small arms and related multilateral negotiations have mostly dealt with ‘illicit arms’, and most of the norms examined here fall on the arms supplier side of the arms equation, the author argues that the creation of international norms and the setting of widely agreed standards amongst states on all aspects of the demand for, availability, and spread of both legal and illegal small arms and light weapons must become central to the multilateral coordination of policy responses in order to tackle the growing violence associated with small arms availability. It is normally assumed that international security regimes such as the United Nations can reduce the risk of war by increasing transparency among adversarial nations. The more adversaries understand each other's intentions and capabilities, the thinking goes, the less likely they are to be led to war by miscalculations and unwarranted fears. But how is transparency provided, how does it actually work, and how effective is it in preserving or restoring peace? In Promoting Peace with Information, Dan Lindley provides the first scholarly answer to these important questions. Lindley rigorously examines a wide range of cases, including U.N. peacekeeping operations in Cyprus, the Golan Heights, Namibia, and Cambodia; arms-control agreements, including the Nuclear Non-Proliferation Treaty; and the historical example of the Concert of Europe, which sought to keep the peace following the defeat of Napoleon in 1815. Making nuanced arguments based on extensive use of primary sources, interviews, and field research, Lindley shows when transparency succeeds in promoting peace, and when it fails. His analysis reveals, for example, that it is surprisingly hard for U.N. buffer-zone monitors to increase transparency, yet U.N. nation-building missions have creatively used transparency to refute harmful rumors and foster democracy. For scholars, Promoting Peace with Information is a major advance into the relatively uncharted intersection of institutionalism and security studies. For policymakers, its findings will lead to wiser peacekeeping, public diplomacy, and nation building.

With the end of the Cold War, the subject of weapons proliferation has acquired new interest and prominence. So too have questions about the nature of the world order that will succeed the structure of the last fifty years. This study explores the connections among these topics. It describes the prevailing conceptual model of nuclear proliferation, evaluates proliferation's changing technical features, considers economic and political factors bearing on its future rate and character, and speculates about proliferation's implications on the post-cold-war world order. It also considers the role of international public policy in meeting proliferation's challenges. Arguing that updated approaches are needed, the analysis emphasizes cooperative over coercive approaches to order. It concludes with an assessment of progress to date in meeting these new challenges, arguing that the new agenda is only slowly coming into focus.

This is an open access volume of the NL ARMS offers an interdisciplinary view on the domain of Compliance and Integrity in International Military Trade (CIIMT), integrating defence economics, international law, arms export control frameworks and policies, information management, organizational sciences and ethics. The Faculty of Military Sciences uses the reflective practitioners' paradigm to refer to critical thinking, reflection and Bildung that characterize its thinking doers, the so-called Thinking Soldiers, either at the academic Bachelor's or Master's level. In view of the complexity of the international trade regarding military and dual-use goods and services, the rapid evolvement of strategic trade control and frameworks, and its importance to procurement processes, defence organizations require innovative thinking doers, who, based on an in-depth understanding, from an interdisciplinary perspective can be expected to find - and take responsibility for - creative solutions to problems.
