The emergence of nanotechnology as a major science and technology research topic has sparked substantial interest by the intelligence community. In particular the community is interested both in the potential for nanotechnology to assist intelligence operations and threats it could create. To explore these questions, the Intelligence Technology Innovation Center asked the National Research Council to conduct a number of activities to illustrate the potential for nanotechnology to address key intelligence community needs. The second of these was a workshop to explore how nanotechnology might enable advances in sensing and locating technology. This report presents a summary of that workshop. In includes an overview of security technologies, and discussions of systems, natural chemical/biological tags, passive chemical/biological tags, and radio/radar/optical tags.

This new book from the National Research Council finds serious weaknesses in the government's plan for research on the potential health and environmental risks posed by nanomaterials, which are increasingly being used in consumer goods and industry. An effective national plan for identifying and managing potential risks is essential to the successful development and public acceptance of nanotechnology-enabled products. The book recommends a robust national strategic plan for addressing nanotechnology-related EHS risks, which will need to focus on promoting research that can assist all stakeholders, including federal agencies, in planning, controlling, and optimizing the use of engineered nanomaterials while minimizing EHS effects of concern to society. Among its key responsibilities, the U.S. Special Operations Command (SOCOM) plans and synchronizes operations against terrorist networks. At any given moment, SOF are likely to be engaged in some state of the planning or execution of special operations in many countries around the world, spanning a wide range of environments and mission. SOF therefore must be capable of operating in environments ranging from tropical jungle to arctic, maritime to desert, subterranean to mountainous, and rural to urban. Within this vast range additional factors may influence technical and operational requirements including weather, topography, bathymetry, geology, flora, fauna, and human population density. All of these factors must be weighed in terms of the challenges they pose to supporting communications and operational security. In short, SOF must maintain the capability to operate globally, in any environment, angainst any threats that can be countered by its unique capabilities. Sensing and Supporting Communications Capabilities for Special Operations Forces focuses primarily on the key core SOF task of special reconnaissance, to determine SOF-specific sensing and supporting communications needs and mapping them to existing and emerging technologies. The book discusses preliminary observations, issuees, and challenges, and identifies additional capabilities and technology areas that should be addressed.

A major goal of the US Department of Defense (DOD) Transformational Medical Technologies Initiative (TMTI) is to develop countermeasures that will protect military personnel against bioweapons, including specific infectious-disease agents and toxins. An explicit TMTI objective is to respond quickly to such threats by producing an appropriate amount of an effective countermeasure-currently defined as enough material to treat or vaccinate 3 million personnel-within 12 months of identification of a specific threat. DOD officials call for TMTI programs to be up and running by 2014. The National Academies hosted a workshop which brought together scientists from academe, government, and the biotechnology industry to identify and discuss challenges and ideas related to the TMTI's vision of developing countermeasures within a few months after an agent is identified. The workshop focused on manufacturing processes and specifically on the development of "manufacturing platforms"-repeatable components of manufacturing that reduce both development time and risk. An underlying assumption was that demonstrating that integrated platforms can reliably produce safe and efficacious countermeasures might shorten the regulatory approval process. The workshop is summarized in this book.
