This project of the Asian Development Bank aimed to assist participating economies in implementing the 1993 System of National Accounts by compiling supply and use tables (SUTs). Aptly known as the SUT Project, it utilized the supply and use framework which is an integrated model that allows compilation of more reliable, consistent, and internationally comparable estimates of gross domestic product (GDP). The improved GDP estimates are expected to provide a better basis for measuring economic output and growth; informed policy making; and monitoring progress toward the Millennium Development Goals, relating especially to poverty alleviation. This publication presents the SUT concepts, practices, implementation strategies adopted, and the results of the SUT Project. It also includes the 28 products and 23 industries SUTs of the 18 participating economies, an abridged version of the SUTs, and an analysis of the economic structures based on the SUTs.

A standard compilation of supply and use tables for 19 economies in Asia and the Pacific provided in this publication aims to assist compliance with the United Nations 2008 System of National Accounts (SNA) recommendations. Supply and use tables (SUTs) are an integrated statistical estimation and economic analysis model that facilitates the compilation of more reliable, consistent, and internationally comparable estimates of key economic statistics such as gross domestic product. The improved and more detailed statistics are expected to provide a better basis for measuring economic output and growth; facilitating informed policy making; and monitoring progress toward the Sustainable Development Goals (SDGs), relating especially to poverty alleviation, economic growth, technological progress, and industrial and infrastructure development. This publication outlines the relevant statistical and economic concepts, data compilation and development practices, project implementation strategies, and the results of the project. It also includes an abridged version of the SUTs of the 19 participating economies. The more detailed tables are available online through the ADB website.

This 2017 Article IV Consultation highlights that Maldives’ economy grew by 3.9 percent in 2016 and continues to improve in 2017 on a recovery in tourism and a continued strength in construction. The fiscal deficit widened in 2016 driven by lower-than-expected revenue and large arrears clearance despite unchanged current spending. Public debt as a share of GDP rose nearly 11.5 percentage points from 2014–16. The outlook is for a strengthening recovery in the near term, with low inflation, loose financial conditions, but with significant downside risks from a fragile fiscal and external position. Growth is projected to recover in 2017 and stabilize over the medium term.

Transformation of the agrifood system is a cornerstone of many governments’ national development plans. This reflects the importance of agrifood systems for the livelihoods and wellbeing of poor populations as well as the continued strong association of agricultural transformation with longer-term economic development and structural change. Agrifood transformation is also key to healthier diets and more sustainable production systems. However, adopting an agrifood system perspective is not trivial—it requires looking “beyond agriculture” when prioritizing policies and tracking outcomes by also considering upstream and downstream agrifood-related activities, such as agro-processing and food distribution. Measuring transformation therefore requires economywide data and innovative metrics. This study introduces two such metrics: AgGDP+, which captures the total value-added across the on- and off-farm sectors of the agrifood system, and AgEMP+, which reflects the employment generated across its various components. It further explains how consistent estimates of AgGDP+ and AgEMP+ were produced for 211 and 186 countries, respectively, over the period between 2000 and 2021, and demonstrates how this Agri-Food System Dashboard—a publicly available resource—can be used to monitor transformation, prioritize investments, and better understand the evolving role of agrifood systems in national economies or at regional or global scales.

This book provides a comprehensive analysis of Bhutan’s economic growth and productivity dynamics from 1990 to 2022, with a special focus on hydropower development. Through the construction of detailed industry-level productivity accounts, the study addresses significant data gaps in Bhutan’s national accounts, measuring outputs and inputs across various sectors and developing quality-adjusted labor and capital input series. The analysis reveals the complexities of Bhutan’s hydropower-led growth strategy: while the sector has driven substantial economic growth, its contribution to overall productivity improvement has been limited. The electricity sector shows gains in labor productivity but declining capital productivity, resulting in stagnant Total Factor Productivity (TFP). The study also examines productivity trends in non-electricity sectors and addresses potential “Dutch disease” effects on manufacturing and agricultural competitiveness. International comparisons place Bhutan’s productivity performance in a regional context, revealing significant gaps in productivity performance, particularly when compared to India, Bhutan’s largest trading partner and a regional economic benchmark. This comparative analysis informs policy recommendations for achieving more balanced and sustainable economic growth. The findings are particularly relevant for Bhutan’s Thirteenth Five-Year Plan (2024–2029), which emphasizes productivity improvements across all economic sectors.
