This study of mid-20th century Syria blends “cultural theory and comparative history” to offer “intellectual depth and relevance beyond the case at hand” (The Middle East Journal). When Syria became fully independent in 1946, the young republic faced the task of forging a new national identity. From 1954 to 1958, Syria enjoyed a brief period of civilian government—popularly known as “The Democratic Years”—before the consolidation of authoritarian rule. In Syria’s Democratic Years, Kevin W. Martin provides a cultural history of the period and argues that the authoritarian outcome was anything but inevitable. Examining the flourishing broadcast and print media of the time, Martin focuses on three public figures, whose professions—law, the military, and medicine—projected modernity and modeled the new Arab citizen. This experiment with democracy, however abortive, offers a model of governance from Syria’s historical experience that could serve as an alternative to dictatorship.

The British supported the Arabs’ fight for an independent state and sent an intelligence officer, T.E. Lawrence, to join Prince Faisal, leader of the Arab army and a descendant of the Prophet. In October 1918, Faisal, Lawrence, and the Arabs victoriously entered Damascus, where they declared a constitutional government in an independent Greater Syria. At the Paris Peace Conference, Faisal won the support of Woodrow Wilson, who sent an American commission to Syria to survey the political aspirations of its people. However, other Entente leaders at Paris—and later San Remo—schemed against the Arab democracy, which they saw as a threat to their colonial rule. The collapse of the Eastern Bloc and Soviet Union marked the end of a painful era in history. As the 20th century draws to a close, mankind is busy establishing a common world in which nations can understand each other more easily than in the Cold War. Peace, democracy, and free market economy are the cornerstones of this new order. However, Syria is still anti-democratic, economically backward and a conflict-prone state. The main thesis of this work is that Syrian political and strategic culture is one of the major obstacles to Syria's transformation into a democratic, peaceful and prosperous country. The most immediate problem faced by Syria is the urgency for liberalization at home and peace in the region. However, President Hafiz al-Asad's personal way of thinking, the Ba'th ideology, and the political system all impede Syria from undergoing necessary structural transformations and concluding the Middle East peace process with a viable peace agreement. This is because liberalization and peace put the survival of Asad's dictatorship at stake. As a result, it is plausible to argue that Syria will not be a partner of the new world order as long as Asad or his clique remains in power.
