For almost forty years Syria has been ruled by a populist authoritarian regime under the Ba'th Party, led since 1970 by President Hafiz al-Asad. The durability and resilience of this regime is a striking contrast to the instability and intense social conflict that preceded the Bath's seizure of power, when Syria was seen as among the least stable of Arab states. This dramatic transition raises questions about how the Ba'th succeeded in constructing the institutions needed to consolidate a radically populist and authoritarian system of rule. The Ba'th's accomplishment also poses a significant theoretical challenge to the widely held view that populist strategies of state building are inherently unstable.Drawing on evidence from Syrian, American, and British archives as well as from published French and Arabic sources, Steven Heydemann explains the capacity of the Ba'th to overcome the obstacles that typically undermine the consolidation of radical populist regimes. He links the Ba'th's adoption of a radical populist strategy of state building, and its capacity to implement this strategy, to the dynamics of social conflict, state expansion, and structural change in the political economy of post-independence Syria. Arguing that conventional accounts of Syrian politics neglect the centrality of institutions and institutional change, Heydemann shows how shifts in the pattern of state intervention after 1946 transformed Syria's political arena.

(www.eiu.com) The euphoria during the Arab Spring was as big as the disappointment and the disillusion afterward. Except for Tunisia, the situation in the Middle East did not change but got even worse. Yet, the question about the middle eastern susceptibility towards authoritarianism remains. Many variables, such as pre-colonial state structures, patriarchy, ethnicities, level of poverty, or the colonial legacy, could answer this question. The following research paper will focus mainly on the variable of foreign influence in the middle east. The Paper's thesis statement is: Authoritarian systems in the Middle East are most likely to persist with a nation's foreign power. This variable gained, especially during the Arab Spring, new attention. The western countries (USA, EU) and Russia interfered, with sanctions, military, monetary or political support for or against the regime, into the Middle Eastern nations' internal struggle.

Syria under Asad has been one of the key regional powers of the Middle East. Though its political development has been a much-debated subject, there has been no comprehensive study in English of the country's political economy and its evolution since 1970 to the present day. Beginning with an account of economic development and of changing development strategies, Perthes discusses the factors which in the late 1980s precipitated a change in direction from the socialist orientation of the earlier Ba'thist years to ""infitah"" and a larger role for the private sector. He pays particular attention to class structure and class-state relations and examines the nature of the state, the political structure and the mechanisms and dynamics of political decision-making. Addressing the issue of the interplay between economic transformation and political change, Perthes argues that, although a shift in the power structure will not occur under Asad, his regime has created the institutions which will allow a reasonably smooth succession and a creation of a less personalized and more participatory political order.

Collusion between business communities and the state can lead to a measure of security for those in power, but this kind of interaction often limits new development. In Syria, state-business involvement through informal networks has contributed to an erratic economy. With unique access to private businessmen and select state officials during a critical period of transition, this book examines Syria's political economy from 1970 to 2005 to explain the nation's pattern of state intervention and prolonged economic stagnation. As state income from oil sales and aid declined, collusion was a bid for political security by an embattled regime. To achieve a modicum of economic growth, the Syrian regime would develop ties with select members of the business community, reserving the right to reverse their inclusion in the future. Haddad ultimately reveals that this practice paved the way for forms of economic agency that maintained the security of the regime but diminished the development potential of the state and the private sector.
