This book argues that much of what passes as contemporary educational reform in education is faulty and damaging. It argues that it is time for a ‘system recall’ and a need to look at what matters most in the pursuit of educational goals. The book focuses on what we know about contemporary educational improvement, transformation, and change. It will provide insights into what strategies work, long term, to build the capacity for principled change at the school and system level. The book will consider what leaders can do to secure principled school and system improvement which fully embraces diversity, equity, and equality. It will also dispel some myths about reform at scale and challenge some prevailing ideas about educational change that, it will be posited, are not helping many young people to reach their potential. The main argument of the book is that too many school and system improvement initiatives have not paid sufficient attention to equity issues in their pursuit of ever higher achievement and that the net effect of large-scale, international assessments have been to distract policy makers in ways that have not always benefitted young people. The book will use system examples to underpin and exemplify six core ways of re-botting the system and generating progress for all, It will highlight the implications for school and system leaders.

In-depth study of the recall, the most important popular device allowing voters to remove unresponsive elected officials from office. The recall, or “election in reverse,” is meant to allow voters to remove an elected official from office prior to the completion of his/her term in office. In this revised second edition of The Recall, Joseph F. Zimmerman examines the rise of the recall in the United States and its use by American voters. Proponents of the recall believe the threat of removal from office would ensure that elected officials would act in accord with the public’s will, while opponents fear their use would disrupt and inhibit public officers in the performance of their duties. Zimmerman provides a detailed analysis of how the recall has functioned in practice and discovers that the recall has seldom been employed against elected state officials. Although used more often against local government officials, the rate is still not exceptionally high when one considers the extremely large number of elected officials. After a century of use in the United States, the recall has not produced a new era of public official responsibility as hoped for by proponents, but neither has it caused extensive disruption of state and local governments, the original concern of early opponents.

The Government published a draft Bill on the Recall of MPs, with the aim of restoring faith in the political process after the expenses scandal. But the restricted form of recall proposed could reduce public confidence in politics by creating expectations that are not fulfilled. Under the Government's proposals, constituents themselves would not be able to initiate a recall petition. Furthermore, the circumstances that the Government proposes would trigger a recall petition are so narrow that recall petitions would seldom, if ever, take place. The Committee believes that the new House of Commons Committee on Standards, which will include lay members, already has the sanctions it needs to deal with MPs who are guilty of misconduct, including recommending the ultimate sanction of expulsion from the House of Commons in cases of serious wrongdoing. The Committee argues that the option of expulsion must be actively considered and that the House must be prepared to act. The Committee recommends: that the Government replace the requirement for a single designated location for signing the recall petition with a requirement for multiple locations; that people with an existing postal vote should automatically be sent a postal signature sheet in the event of a recall petition; that constituents in Northern Ireland should have the same options for signing a recall petition as constituents elsewhere in the UK, rather than being restricted to signing by post
