The current drug trafficking crisis between the US and Mexico is a "perfect storm" that has caused deaths, disappearances, and widespread fear of violence and insecurity in the border area between these two countries. Current US drug control policies with Mexico are based on a militarized system of border control and characterized by domestic gridlock over drug control and immigration reform. However, because drug trafficking and other underlying issues have both domestic and international consequences, they cannot be resolved unless both countries work together. Using the "Narcotrafico" Threat to Build Public Administration Capacity between the US and Mexico explores how they can do exactly that. Co-edited by two public administration scholars from Mexico and the US and comprising chapters by 18 other experts from Mexico, Canada, and the US, the book demonstrates how the current situation of drug trafficking and violence, on top of the other existing perceptions and conditions, creates a real opportunity for the US to build relationships with its Mexican counterparts at state, local, national, and NGO levels. With chapters written by leading experts working in a broad spectrum of international and domestic US-Mexico policy issues, the book covers immigration, drug flow and conflict, gun-running, money laundering, education and economic and community development in both countries.. Only by supporting bi-national drug policies based on mutual understanding of the border as something that both separates and unites the US and Mexico will it be possible to develop cooperative policies that can lead from militarization to regularization of the US-Mexico border. Twenty years after the signing of NAFTA (North American Free Trade Agreement) in 1994, it is time to recognize the link between effective drug control policies and the emergence of North America as a regional economic, social, and political powerhouse capable of successfully competing with the European Union, China, and other emerging regions in our increasingly globalized world, this book offers concrete, long-term solutions for building cooperative and shared public administrative capacity on both sides of the border.

Interest in the special problems of rural areas and concern with rural development in general have increased substantially throughout much of the world in the years since about 1960. Attesting to this has been the dramatic increase in attention to rural problems in the scholarly and popular literature and by government agencies. At first the dominant focus was on development projects and the creation of new jobs. It was not long, however, until other related issues came to the fore, in particular the availability and quality of public services essential to achieve economic growth and improvement and having a direct bearing on the well-being of rural peoples. Most nations of the world have developed plans and launched pro-jects to improve rural public services and narrow urban-rural dif-ferentials in their provision. As one would expect, there have been great differences between nations in the severity of problems, foci of attention, program strategies and their general effectiveness, and degree of commitment and effort. Given this diversity, it seems ap-propriate to examine and compare rural service problems and efforts to ameliorate them in a sample of contrasting societies. Implicit is the conviction that (1) all nations can learn at least something from the experiences of others, and (2) by taking an international, com-parative view of the subject, certain generalizations can be established.

La educación no es el único gran cuello de botella nacional. Pero sí es uno de los que más obstruyen e! Desarrollo del país. Nos ha faltado visión y audacia en el diseño y proyección de las políticas educativas. Han prevalecido la demagogia educacional y el uso y abuso del corporativismo sindical. Los presupuestos han sido escasos, mal distribuidos y frecuentemente aplicados con poca eficiencia y aún menor eficacia. Y en el fondo, todo ello se debe a la falta total de una verdadera voluntad política para construir el país que queremos la inmensa mayoría de los mexicanos. Se requiere asumir un compromiso nacional en favor de la educación. No se trata de dejar el asunto sólo a los funcionarios encargados de las políticas educativas, ni a los maestros. Lo que no hemos logrado como sociedad es ampliar las esferas de aprendizaje a todos los espacios cotidianos. Necesitamos ambientes que estimulen el interés, la curiosidad, la creatividad. Necesitamos volvernos una sociedad que inspire la lectura, la escritura, las matemáticas, la ciencia. No podemos seguir enviando a la escuela todo lo que desatendemos como sociedad: la falta de condiciones dignas de vida, la incertidumbre por nuestro lugar en el Mundo, la profunda desigualdad social. No basta con que los especialistas lleguen a un consenso acerca de! Qué y el cómo de la educación nacional si ésta no se asume como un objetivo común en el que todos participemos activamente.
