According to the National Association of School Resource Officers (2009), every state in the nation employs school resource officers. The trend, which began in 1991, was initially funded by federal monies. Since that time, school resource officers have remained in schools, gaining popularity as a proactive strategy in fighting against school violence. The purpose of the study was to examine studentsâ and teachersâ perceptions regarding school resource officersâ performance related to the 3 dimensions of their responsibilities: maintaining a safe environment, enforcing the law, and teaching. Data were gathered from 104 teachers and 272 students from a middle school and a high school, totaling 376 participants. An analysis of data was based on 6 research questions and information gathered from participant surveys. A t test for independent samples was then conducted to evaluate the mean differences for the 3 dimensions measured in the survey. The following grouping variables were used in the comparisons for each dimension: students and teachers, male and female students, male and female teachers, teachers with varied years of experience, middle and high school students, and middle and high school teachers. A significance difference was found between middle school students and high school students regarding each dimension, suggesting that middle school students observed school resource officers actively performing each role to a higher degree than did high school students. There was also a significant difference between teachers and students regarding the role of maintaining a safe environment and enforcing the law, suggesting that teachers observed school resource officers more active in these roles than in the role of counseling. A significant difference was also found between high school teachers and middle school teachers regarding the role of enforcing the law. Police officers, armed security guards, surveillance cameras, and metal detectors are common features of the disturbing new landscape at many of today's high schools. This study investigated the attributes and characteristics indicative of a police officer as an effective School Resource Officer (SRO) in the roles of counselor, educator, and law enforcement officer, while investigating high school teachers' and administrators' perceptions of the SRO's positive impact on school climate and safety. Data were collected from forty-three high school teachers and administrators in two suburban public schools in central Pennsylvania. This qualitative study incorporated the use of an electronic survey, seven open-ended responses, and personal interviews to answer the two research questions. The findings of this study suggest that the SRO is effective in the three roles of counselor, educator and law enforcement officer. The participants felt that the presence of the SRO was the reason that the school environment felt safe. However, they indicated that violent incidents involving violence or drugs still exist within their school. In this study, teachers and administrators also identified specific attributes and characteristics of an effective SRO. The following themes existed: a calm and caring demeanor when interacting with students; a positive, approachable, polite attitude; a focus on safety, community visibility, and efficient communication with students, parents, and district stakeholders; energetic, well-organized, and knowledgeable about legal policies and educational lessons and appropriate involvement in disciplinarily incidents.

ABSTRACT: This study was conducted to better determine the perceived roles and responsibilities of the School Resource Officer (SRO) in secondary schools. Information was gathered both qualitatively by interviewing SROs in the Charlotte, North Carolina area and quantitatively by developing and administering a survey using the information gathered from SRO interviews, a preliminary survey, a comprehensive review of literature, and a study of SRO job descriptions and expectations. An electronic survey was created and posted nationally on the Center for the Prevention of School Violence website for the purpose of collecting a sample of School Resource Officer's perceptions of their roles and responsibilities from a national perspective. The researcher received an overall response rate of over fifty- percent from the 624 surveys sent to the entire population of North Carolina School Resource Officers. A Likert-design scale was used to rate the level of agreement of each survey response item and displayed on a frequency table. The researcher of this study provided insight into the School Resource Officer program. School Resource Officers have different perceptions about what characteristics they should possess to work within a secondary school. The differences involve 1) the law enforcement role, 2) the counseling role, and 3) the understanding of job performance roles and responsibilities. This researcher has raised a number of new questions that offer interesting possibilities for further research.
