This book focuses on the experiences of temporary movements between Asia and Europe from the perspective of migrants and mobile people. It raises important questions such as: Why do people migrate on a temporary basis and what does this actually mean? How are these trajectories shaped? What are the implications of temporary moves for migrants and non-migrants? And how are transnational ties and practices characterized in the context of temporary migration? By shedding light on the practices and experiences of individual migrants, the book provides useful insights into understanding the challenges arising in an increasingly interconnected and mobile world. The chapters indicate that temporary migratory movements are on the rise: on the one hand on a voluntary basis such as reflected in labour migration, lifestyle migration and international student mobility, and on the other hand in an involuntary way as expressed in different forms of forced migration. Either way, temporary migration has diverse political. legal, economic, social and cultural implications, including the emergence of novel transnational networks and practices. The book is based on the findings of the international research project Transnational Migration in Transition: Transformative Characteristics of Temporary Mobility of People (EURA-NET), funded by the European Union’s 7th Framework Programme for period 2014-2017.

Temporariness has become an increasingly salient feature in international migration that presents itself as fragmented, non-linear, including different intermediate stops and multiple returns and new departures. This book proposes a new analytical framework that brings together the role of policies defining migrants as temporary and the role of migrant’s own agency in perceiving their migration project as temporary or permanent. The proposed analytical framework is conceived taking into account both low-skill and high-skilled, legal and irregular migratory flows, and also different visa and citizenship regimes. The aim of this book is to highlight the interplay between the lived reality and the policy and legal concepts on temporary migration and point out to the tensions and contradictions inherent in the latter. Contributions to this book cover different country cases including Canada, Australia, Nepal, Taiwan and Germany, Italy, Russia, and several former Soviet Republics as well as a variety of sectors ranging from opera singers to construction and domestic workers. This book will be a key resource for academics, researchers, and advanced students of sociology, politics, law, migration studies, and ethnic and racial studies. This book focuses on the neglected yet critical issue of how the global migration of millions of parents as low-waged migrant workers impacts the rights of their children under international human rights law. The work provides a systematic analysis and critique of how the restrictive features of policies governing temporary labour migration interfere with provisions of the Convention on the Rights of the Child that protect the child-parent relationship and parental role in children’s lives. Combining social and legal research, it identifies both potential harms to children’s well-being caused by prolonged child-parent separation and State duties to protect this relationship, which is deliberately disrupted by temporary labour migration policies. The book boldly argues that States benefitting from the labour of migrant workers share responsibility under international human rights law to mitigate harms to the children of these workers, including by supporting effective measures to maintain transnational child-parent relationships. It identifies measures to incorporate children’s best interests into temporary labour migration policies, offering ways to reduce interferences with children’s family rights. This book fills a gap that emerges at the intersection of child rights studies, migration research and existing literature on the purported nexus between labour migration and international development. Historically, Canada has adopted immigration policies focused on admitting migrants who were expected to become citizens. A dramatic shift has occurred in recent years as the number of temporary labourers admitted to Canada has increased substantially. Legislated Inequality critically evaluates this radical development in Canadian immigration, arguing that it threatens to undermine Canada's success as an immigrant nation. Assessing each of the four major temporary labour migration programs in Canada, contributors from a range of disciplines - including comparative political science, philosophy, and sociology - show how temporary migrants are posed to occupy a permanent yet marginal status in society and argue that Canada's temporary labour policy must undergo fundamental changes in order to support Canada's long held immigration goals. The difficult working conditions faced by migrant workers, as well as the economic and social dangers of relying on temporary migration to relieve labour shortages, are described in detail. What happens when local unions begin to advocate for the rights of temporary migrant workers, asks Michele Ford in her sweeping study of seven Asian countries? Until recently unions in Hong Kong, Japan, Malaysia, Singapore, South Korea, Taiwan, and Thailand were uniformly hostile towards foreign workers, but Ford deftly shows how times and attitudes have begun to change. Now, she argues, NGOs and the Global Union Federations are encouraging local unions to represent and advocate for these peripheral workers, and in some cases succeeding. From Migrant to Worker builds our understanding of the role the international labor movement and local unions have had in developing a movement for migrant workers' labor rights. Ford examines the relationship between different kinds of labor movement actors and the constraints imposed on those actors by resource flows, contingency, and local context. Her conclusions show that in countries—Hong Kong, Malaysia, and Thailand—where resource flows and local factors give the Global Union Federations more influence local unions have become much more engaged with migrant workers. But in countries—Japan and Taiwan, for example—where they have little effect there has been little progress. While much has changed, Ford forces us to see that labor migration in Asia is still fraught with complications and hardships, and that local unions are not always able or willing to act.

The migrant selection literature concentrates primarily on spatial patterns. We integrate two workhorses of the labor literature, the Roy and search models, to illustrate the implications of migration duration for patterns of selection. Theory and empirics show that temporary migrants are intermediately selected on education, with weaker selection on cognitive ability. Longer migration episodes lead to stronger positive selection on both education and ability because the associated jobs involve finer employee-employer matching and offer greater returns to experience. Networks are more valuable for permanent migration, where search costs are higher. Labor market frictions explain observed complex network-skill interactions. When considering migrant selection, the economics literature has largely focused on patterns by area of origin. However, the duration of migration episodes–temporary versus permanent–is another important determinant of selection. We integrate two workhorses of the labor literature, the Roy model and a search model, to illustrate the implications of migration duration for patterns of self-selection. We provide theoretical and empirical evidence showing that, because short-term migration episodes have less scope for skill-based matching and greater need for screening, temporary migrants are more likely to display intermediate selection on education, with weaker selection on underlying cognitive ability. Longer term migration episodes, in contrast, allow for finer employee-employer matching and greater returns to experience, leading to stronger positive selection on both education and cognitive ability among permanent migrants. Networks are also found to be more valuable for permanent migration, where search costs tend to be higher. However, we also provide evidence of complex network-skill interactions, driven primarily by labor market frictions.
