This is the final evaluation report of a project that aimed to strengthen the agricultural and pastoral sectors’ climate change adaptation (CCA) capacities in the Niger. The project reached 21 142 direct beneficiaries (or 106 percent of the target), including 51 percent women. However, the project experienced shortcomings in terms of its management (from start-up to mid-term), its third expected result (integration of CCA into development policies and plans) and its mobilization/accounting of co-financing partners. The expected third result will be continued under the agro-pastoral field school-community listeners’ clubs (AFPS-CLC) component of the Climate-Smart Agriculture Support Project (PASEC). Despite project achievements, the evaluation concludes FAO must nevertheless improve certain project management and mobilization of co-financing mechanisms, strengthen the capacities of partners based on their needs-analysis, and recommends developing a long-term partnership with farmer organizations to strengthen their extension and advisory support capacities.

This terminal evaluation covers the project "Mainstreaming ecosystem-based approaches to climate-resilient rural livelihoods in vulnerable rural areas through the farmer field school (FFS) methodology", funded by the Global Environment Facility (GEF). The overall performance of the project is moderately satisfactory. The project is relevant in its response to climate change adaptation needs in Senegal. It is coherent in its design and is in phase with the Plan Senegal Emergent (PSE). The evaluation found that the project has contributed to capacity building of institutional actors and farmers organizations on climate change adaptation, resilience and gender equity. Notable results include: capacity building of technicians, relay producers, farmers and agro-pastoralists on good practices of adaptation to climate change, through the field-school approach; the establishment of a climate resilience fund that has allowed to finance micro-projects in rural area; the dissemination of agro-climatic information; trainings on adapted climate change practices at the farmfer field school (FFS) and agropastoral field school (APFS) level.

This report is a synthesis of the Food and Agriculture Organization of the United Nations (FAO) Office of Evaluation (OED) on evaluations completed from 2019 to 2021 on FAO’s work in the Africa region. It documents FAO’s contribution to results, identifies gaps and emerging issues and lessons learned. The synthesis is organized around the themes of sustainable production and value chain development, food security and nutrition, climate change and natural resources, resilience to threats and crises, and gender equality and empowerment of women. The synthesis used the Programme Priority Areas of the Strategic Framework 2022–2031 to analyse FAO’s contribution to results, finding many positive examples in the Africa region. However, the sustainability of results is a challenge for the region, due to several factors, including capacity constraints of government partners and limitations of FAO project designs. Gaps and emerging issues include the need for guidance on ‘accelerators’ of results, addressing youth as a key priority and new approaches to partnerships with civil society and the private sector. Lessons learned include the importance of good project design, suitably capacitated decentralized offices, effective knowledge management and strategic and inclusive partnerships to achieve results.

Mozambique is a low income country, with almost 70 percent of the population living in rural areas. Farmers suffer from lack of access to technology and qualified technical services. The country is also extremely vulnerable to increasingly prevalent natural phenomena, such as cyclones Dineo, Idai and Kenneth, which destroyed crops and agricultural infrastructure between 2017 and 2019. The country faces challenges in implementing regulatory instruments for the integration of practices climate change adaptation (CCA) in the agricultural sector. The Government of Mozambique, the Food and Agriculture Organization of the United Nations (FAO) and the Global Environment Facility (GEF) have joined efforts to increase the capacity of Mozambique's agricultural and pastoral sectors to deal with climate change.The project generated relevant results, including the incorporation of specific actions for CCA in strategic plans at ministerial level and in Economic and Social Plans and District Budgets (PESOD); the preparation of Mozambique's nationally determined contribution (NDC); the creation of local and community plans to adapt to climate change; the installation of 11 agrometeorological stations and greater financial autonomy for beneficiary women.The evaluation recommended that FAO support the government to ensure the integration of CCA into key policy documents and the integration of the Farmer Field Schools (FFS) into future rural development programmes, including the new Sustenta Programme, and that, in future programmes, FAO will focus on developing value chains and promoting farmers' access to markets.

The content of this guide is twofold: to describe the most important weather and agroclimatic products that are available by the National Meteorological Service (NMS) and to identify the most important needs of farmers concerning climate information. Special consideration will be given to the local knowledge used by rural farmers, too often neglected, but a key factor to their ability to cope with climate variability and change. An additional objective of this guide is to improve communication among the NMS staff, in particular, meteorologists and agrometeorologists and to encourage Agro-Pastoral Field School (APFS) trainers and facilitators to be more aware of their respective availability. Furthermore, one of the most important aims is the exchange of agroclimatic information that corresponds to the needs of all concerned, thus facilitating the assessment of the existing climatic risks in farming activities. The integration of the Response Farming in Rainfed Agriculture (RF) approach into Farmer Field School (FFS) is feasibly an effective way to reconcile NMS products with the needs of farmers. RF is a method used for identifying and quantifying rainfall variability at a local level to assess the climatic risks of farming communities. The Climate-Responsive Farming Management (CRFM) approach is an enhanced version of RF that uses modern and digital technologies, such as specific computer software, automatic weather stations, real-time telecommunication and smartphone applications.
