Seminar paper from the year 2006 in the subject Business economics - Economic Policy, grade: 1,3, Berlin School of Economics, 46 entries in the bibliography, language: English, abstract: Textile and clothing manufacture and trade have been crucial elements to international economic activity and growth for about two centuries. This labour intensive industry requires relatively low skilled workers and little fixed capital to establish production facilities. In consequence, the textile and clothing industry was one of the main sectors of economic growth at the beginning of the Industrial Revolution in developed countries and is of particular significance for developing countries at present. The objective of this paper is to outline the case of quotas on the import of textiles and clothing and to contribute to the ongoing debate by assessing the issue from different perspectives. An overview about the textile and clothing sector in the 2nd chapter will clarify its structure, characteristics and recent patterns in international trade. On this background, chapter 3 will identify reasons for the implementation of the quotas and outline their historic emergence from the 1950s to the ATC, followed by a critical evaluation of their impacts. The 4th chapter will assess anticipated and actual post ATC-effects on both developed and developing countries. Special attention will be paid to the particular case of China. Furthermore, chapter 4 will describe the respective reactions of various interest groups, and outline the recently reinstalled safeguard measures of both the EU and the USA. Chapter 5 will come forward with some observations and suggestions as regards possibilities to cope with the intense competition for producers of textiles and clothing in both industrialised and developing countries. Chapter 6 will close this paper with a final conclusion.

What does organized trade portend for the future of the post–World War II trading order? Are we seeing a transition from liberalism to protectionism? These questions are central to Vinod K. Aggarwal's penetrating analysis of conflict and cooperation in trade among developed and less developed countries. In his examination of the evolution of organized trade, Aggarwal specifically analyses international regimes in textile and apparel trade. The author uses an original theoretical approach to investigate international regimes. Why are regimes desirable? Aggarwal shows how such accords can protect broader arrangements, allow countries to control one another's behavior, and minimize information and organization costs in negotiations. Several factors account for the form of regimes. The strength of regimes is enhanced by an asymmetry of international power. A hegemon is more willing and able to maintain a regime. Both the nature and scope of regimes are determined by the relative degree of trade competition and cognitive consensus among actors. As trade competition increases, and actors decide to link related issues, regimes become more protectionist in their goals and wider in their coverage. Aggarwal's theory successfully accounts for the transformation of international regimes in textile trade, demonstrating the importance of systematically incorporating international level factors into our theories. His empirical work is based on extensive archival research and interviews with key negotiators. Aggarwal concludes that the pattern of international cooperation which evolved in textile trade provides a portrait of the future for trade in other industrial sectors. He finds the trend of arrangements in textile trade disturbing and argues that organized trade will not prevent—and may in fact promote a slide from liberalism to protectionism. Regimes originally developed to counter protectionism may evolve into systems of organized protection that encourage neither efficiency nor equity. A lucid analysis of recent historical developments in textile trade, this study sheds light on the movement toward increasing protection in other sectors of trade as well. It is a significant work that will prove valuable to those who study international trade and regimes. This book examines the textile and clothing Industry of India and its trade scenario from a global perspective. New developments in international policies related to trade and investment and falling barriers to trade worldwide as well as within individual regional communities have transformed the structure of production and global competition in the textile and apparel industries across the world. Furthermore, with the incorporation of textile trade in the GATT framework following the removal of quantitative restrictions, and the subsequent liberalization of investment opportunities, the Indian market is now home to several international brands, which has led to the present upsurge of FDI in this very important sector of the Indian economy. The book closely examines the nature and impact of such external changes on the industry’s structure and labour-related issues. The key feature of this book is that it presents a snapshot of all the domestic and international policies related to this sector, from the earliest relevant period to the present, and analyses the topical issues in significant detail. The book also offers some empirical analyses to show the impact of external changes on the concentration of firms in this industry and the regional inequalities that have emerged from regional variations in firms’ employment, labour-income and profit levels. Further, it addresses another striking feature, namely the role of preferential trading blocs or Regional Trading Arrangements (RTA) in creating trade-diverting effects related to this sector apart from the implications of foreign collaborations and cross-border mergers and acquisitions. Many economists fear that the benefits of these RTAs for the partner countries are much greater than those for India, with net gains of incremental exports from India being small or even negative. This book discusses these critical issues in the context of India’s textile and apparel trade.
