Transnational Crime and Human Rights offers an evaluation of the responses to the transnational crime of human trafficking and governance of the issue through a case study of the Greater Mekong Subregion (GMS), which comprises Cambodia, the People's Republic of China, Lao People's Democratic Republic, Myanmar, Thailand, and Viet Nam. The book analyses the international and national legal policy frameworks and the role of governments, international and national non-governmental institutions, and regional processes in responding to trafficking issues in the GMS. The book is based on the findings of a three year study conducted in the region, involving interviews with more than 60 individuals from relevant organizations and agencies, and examines the social, political and historical factors, including gender and age, labour exploitation and migration which form the background to human trafficking in the GMS. The authors consider issues of competing mandates, and gaps in strategies for protection and conclude with a discussion of broader lessons to be learned from the GMS situation and suggestions for future governance strategies in the fight against trafficking.

Under FAO initiative on eco-friendly water management for sustainable wetland agriculture, the Asian Institute of Technology (AIT), as the service provider, prepared the Study Report on Wetland Agriculture and Water Management in Mekong Region study report on wetland agriculture and water management in the Mekong Region for further program formulation. The overall objective is to review the current water management in relation to agriculture and identify the good practices and experiences of water management as a win-win solution for agriculture production and wetland conservation and recommend program formulation on eco-friendly water management for sustainable wetland agriculture. The expected outcome of the overall initiative is sustainable use of wetland to stress both productive and ecological functions of agriculture. The outputs aim to provide the solution as a win-win strategy for wetland and agriculture through eco-friendly water management, which will contribute to the ecological health, function and integrity of the Mekong Wetland Agriculture Ecosystem. Country consultation workshops were conducted for Cambodia, Laos, Thailand, and Vietnam to increase awareness on the issues of sustainable wetland management, and identify the threats, gaps and needs, priorities, and way forward towards sustainable use of wetlands in the Mekong Region.

Rural life in Southeast Asia is being transformed by new and intensifying processes of migration and mobility. Migration out of rural areas creates new forms of class mobility, familial relations, production processes and income. Migration into rural areas creates a new and sometimes marginalized workforce, contestation over resource access, and the juxtaposition of culturally different groups. At the same time, everyday mobility stretches the spatial boundaries of village and family life. The bounded space of the village is no longer adequate to understand the dynamics that are driving (and resulting from) rural social change. This collection of original studies explores the cultural, economic and environmental dimensions of intensifying migration and mobility in rural Southeast Asia at multiple scales. Diverse processes are explored including rural-urban flows, rural-rural movement, everyday mobilities, and international migrations into regional and global labour markets. Anti-trafficking organizations and governments commonly appropriate such market metaphors of supply and demand as they struggle with the moral-political dimensions of a business involving trade, labor, prostitution, migration, and national borders. But how apt are they? Is the sex trade really the perfect business? This provocative new book examines the social worlds and interrelationships of traffickers, victims, and trafficking activists along the Thai-Lao border. It explores local efforts to reconcile international legal concepts, the bureaucratic prescriptions of aid organizations, and global development ideologies with on-the-ground realities of sexual commerce. Author Sverre Molland provides an insider’s view of recruitment and sex commerce gleaned from countless conversations and interviews in bars and brothels—a view that complicates popular stereotypes of women forced or duped into prostitution by organized crime. Molland’s fine-grained ethnography shows a much more varied picture of friends recruiting friends, and families helping relatives. A recruiter rationalizes her act as a benefit or favor to a village friend; relationships between prostitutes and bar owners are cloaked in kin terms and familial metaphors. Sex work in the Mekong region follows patron-client cultural scripts about mutual help and obligation, which makes distinguishing the victims from the traffickers difficult. Molland’s research illuminates the methods and motivations of recruiters as well as the economic incentives and predicaments of victims. The Perfect Business? is the first book to go beyond the usual focus on migrants and sex commerce to explore the institutional context of anti-trafficking. In the context of the end of the Cold War and the spread of globalism, sub-regions are attracting attention as new social units of international society never before observed. In the "second wave" of regionalism that became active in the 1980s, a new regionalism, which differed qualitatively from the old regionalism, expanded globally. This "new regionalism" is characterized by multi-dimensionality, complexity, fluidity, and non-conformity, and within it we cannot overlook the fact that spaces on a new scale, such as sub-regions, are being formed in various parts of the world. The sovereign state system that has continued unbroken since the Westphalia Treaty is being transformed, and within this context, the increase in the number of sub-regions as new social units adds to the sense that we have arrived at a post-Westphalian international order. This book focuses on sub-region as a new social unit of international society. It is based on the findings obtained through meticulous fieldwork and joint studies conducted over the past 10 years by about 20 researchers, primarily from Japanese universities and Chiang Mai University, Thailand. The sub-regions described here are mostly international cross-border spaces or units in the interior of a certain region, which include: multiple states, states and parts of states, or more than two parts of states (often referred to as micro-regions). Such sub-regions have been formed in various parts of the world since the end of the Cold War. However, studies on sub-regions remain unexplored in the existing studies of regionalism. The few studies that do exist mainly focus on the economic aspects of sub-regions. In contrast, this book will specifically examine the sub-regions in Asia (especially the Mekong region and Europe) as main cases from a political science and international relations perspective, aiming to establish a new/alternative international relations by carving out a political angle of sub-region as a new social unit of international society and attempting to shift the paradigm of conventional international relations. To understand the political dimension of a sub-region, this book will mainly focus on three aspects: sub-regions and state strategies, bottom-up dimension of sub-regions, and sub-regions and borders.
