This regulation establishes policies and procedures for the Army Field Feeding System. This regulation is applicable to Active Army and Reserve Component medical and nonmedical units, for the management of subsistence supply and food service support when operating under the Army Field Feeding System. It provides specific guidance for the use of unitized operational rations and perishable rations during field training or field training operations. It provided rations while in a field duty status. Included are responsibilities for commanders, major Army commands, and field operation directors and planners while training in a field environment. It further provides operating and reporting procedures for field kitchens, supply activities, and Troop Issue Subsistence Activities. This regulation supersedes subsistence supply and food service policy and procedures for the Field Ration Issue System(FSIS) published in AR 30-1, The Army Food Service Program, and in FM 10-60, Subsistence Supply and Management in Theaters of Operation.

Food is fuel for the Soldier. Providing nutritious and high quality subsistence to Soldiers is paramount to the Army's success and mission accomplishment on the battlefield. Field feeding directly affects the morale, combat effectiveness, and health of the combat Soldier. The objective of the Army Field Feeding System (AFFS) is to provide Soldiers the right meal at the right place at the right time. Achieving this objective is an ever-evolving challenge because of modular force packaging that supports brigade-centric operations. The Army tailors modular force components based on the scope of the Army or joint mission. The modular Army force is faster, more agile and adaptive, multifunctional, lethal and capable of conducting full spectrum operations. Class I operations and field feeding systems must continue to evolve to ensure Army food service operations continue to serve as a ready and relevant force component. This Army tactics, techniques, and procedures (ATTP) provides field food service doctrine through methods, techniques, and procedures for providing subsistence to Soldiers during the full spectrum of military operations. Commanders, logistic staff planners, food advisors, Class I managers, food operations managers, subsistence supply handlers, and food service specialists are the intended audience for this manual. Because no two missions are the same, personnel must adapt the doctrine in this manual to fit the needs of the given situation and mission. Since this manual was last published, the Army has conducted many combat and stability operations that have greatly affected the way Class I is provided to Soldiers. The goals of this project were to define, develop and evaluate alternatives to the present M48 field feeding system employed by Army medical units in training and combat. These alternative system designs would not only eliminate the major problems and deficiencies associated with the M48 system, but would be capable of being implemented in the near future without engaging in a major research and development program. To this end, various modifications of two recently developed combat food service systems for the Marine Corps and the Army, the XM-75 and the MKT, in combination with several ward delivery options were considered. An operational evaluation was conducted at Fort Sam Houston in June 1977, under simulated field conditions, to assess their performance and effectiveness and to provide a basis for establishing the preferred alternatives for the different medical units. The result has been to recommend the modified XM-75 system for Combat Support Hospitals, and the reduced XM-75 for non-hospital medical units operating in the forward division area. (Author).

A front end analysis (FEA) was conducted to define the best solutions to the Army's Combat Field Feeding System (CFFS) waste disposal problem. Industrial and military technologies and procedures compatible with the CFFS operational concept and applicable to waste management were identified and evaluated. Waste generated from each ration mix of the Army Wartime Feeding Policy was quantified, indicating that the capacity of the transportation asset (5-ton tactical truck) allocated to the CFFS would not be exceeded when only food service waste is backhauled for disposal. CFFS waste data from field exercises and demonstrations were collected and analyzed. Results showed that, with undisciplined field waste management, the average regular T Ration waste volume per person per meal for five exercises was 0.23 ft3. Relative to logistics and annual costs, a battlefield analysis of CFFS waste disposal was conducted. Alternative waste management solutions were developed and evaluated. A combination of alternatives involving procedures, material action, and exploitation of technological advances will provide as much as a 70% time savings and a 68% cost reduction in CFFS waste management. Conclusions and recommendations for CFFS apply equally to the emerging Army Field Feeding System (AFFS) when deployed on a battlefield.

A systems analysis was performed to determine the feasibility and manpower reduction potential of the Army's present field feeding system by consolidating the kitchens. Nine alternative concepts were evaluated for personnel reductions, cost savings, and system effectiveness. The conclusion was that a consolidated field feeding concept for the Army is feasible and can result in reducing the number of kitchens in a typical division from 115 to 50. One of the nine alternative systems evaluated, the preferred system, employed a mix of mobile field kitchen trailers and kitchen tents, and utilized disposable trays and utensils to replace the standard mess kit. Personnel reductions and cost savings which resulted in a 40% reduction in food service personnel; a 58% reduction in kitchen attendants and savings in the annual cost of the food service operation, for the four divisions, of over $22 million.
