Predicting the friture is almost always fraught with uncertainty. How- ever, Army force developers working to plan a force capable of meet- ing the challenges of the 2025 timeframe (the Future Force era) face more uncertainty than most. Today's world, especially in the wake of the September 11, 2001 terrorist attacks and the Iraq war, exhibits a level of dynamism and change not seen during the comparatively static decades of the Cold War-times when the drivers of U.S. secu- rity policy were relatively fixed and their demands upon the Army easily identified. This study has attempted to help the Army deal with the task of long-term force planning by using the tool of alternative futures analysis. Rather than positing a single point estimate of the 2025 fli- ture and trying to defend it, we chose to help the Army bound the future by laying out a representative spectrum of different "future worlds" in the hope that they would illustrate the complete universe of future missions.

The purpose of this dissertation is to introduce and demonstrate a new approach to supporting high-level decisions. This new methodology, the hybrid, interactive, multiple-attribute, exploratory (HIMAX) process, combines multiple attribute decision making with exploratory modeling to integrate expert opinion to evaluate diverse options, with the intent of generating useful insights. The HIMAX process is demonstrated in this dissertation through an illustrative analysis of future military forces. The specific options considered, which include heavy armored, medium-weight, and light infantry forces, as well as tactical aircraft alone and in combination with special operations forces, are evaluated and compared across a wide spectrum of ground-oriented missions. The unique contribution of this work is the HIMAX process itself, and the mix of capabilities that it brings together, especially the ability to explore implications of divergent minority opinions. This dissertation should be of interest to high-level decision makers, in the Army and the Department of Defense specifically, but also in other large private and public organizations. It should also be of interest to scholars of decision analysis and operations research, and practitioners of policy analysis, defense planning, and business strategy.

Using a likely force design of a 1990's modernized US Army as a point of departure, a concept for a future force for the early years of the 21st century is described by this futures report. Consideration, based on the author's view of trends and ideas found in futurist literature, is given to planning, manning, training, equipping, fighting, and managing the future Army portrayed. The author's conceptual future Army is few in numbers of personnel and is technologically superior when compared to traditional 20th century forces. It is composed of attrition, reactionary, and contingency fighting elements. Its principal battle characteristics will be deep, decisive, piranha-like strikes against enemy forces. The author envisions that his future force will apply a rapid succession of actions consisting of scan, swarm, strike, and scatter. During the transition years from a modernized 1990's force to the 21st century fighting force, the author foresees a Reserve Component which will play an important role assisting in countering threats to US national security. Space operations are important to today's Army and will be increasingly important to the Future Force. Currently, the Army has an opportunity to develop Future Force leaders to best utilize space to achieve full spectrum dominance. If the Army does not take this opportunity and develop leaders that can visualize space, there could be grave consequences for the Nation and the Army as the space environment becomes more complex. There are three main documents that provide direction for space operations in the Future Force: Army Space Policy, Army Space Master Plan (ASMP) and Training and Doctrine Command Pamphlet 525-3-14. ASMP outlines the overarching concepts to implement Army Space Policy and TRADOC PAM 525-3-14 details the Army's modernization plan for space. This monograph studies the plans outlined in these documents as they relate to the doctrine, training, leader development, organization and personnel implications for Army space requirements. It examines these concepts in order to answer the question: Is the U.S. Army developing Future Force leaders who will effectively visualize the impact of space capabilities and limitations in their battlespace?" This is a four-part study that first analyzes the Army's plan for space. Next it examines the anticipated threats to space operations and current space-based training, education and doctrine. The third part of the study analyzes the Army's concept of visualization as a function of battle command. Since the Army does not explain how to develop visualization skills in leadership or operational doctrine, the monograph analyzes similar leadership doctrine concepts and examines the concept of intuition as described by Dr. Gary Klein. The final part of the study analyzes the current Army plan for space to determine if the Army's plan will develop intuition or visualization skills in Future Force leaderT.
