The paper considers the relatively low level of diversification of Belarusian exports relative to peers, and barriers to higher export potential. Belarus faces different trade regimes vis-à-vis its largest trading partner, Russia, in the framework of the Eurasian Economic Union (EEU); and its second-largest, the European Union (EU). The paper discusses tariff and nontariff barriers within the EEU; the more restrictive trade relations with the EU; and other potential barriers to trade, including logistics and limited trade facilitation. WTO accession would help improve export competitiveness. Further EEU integration could also boost trade potential, but with the attendant risk that trading links become more concentrated rather than diversified. Belarus’s largest revealed comparative advantages are in areas where it is difficult to move into new products. Belarus’s trade patterns are significantly more concentrated than those of peer countries. Belarus has lowered tariffs in recent years, including in the framework of the Eurasian Economic Union (EEU).

The stability of the former Soviet states is threatened by their precarious geopolitical position within a turbulent economic and political environment. Swords and Sustenance explores the complex economic dimension of national security for two key post-Soviet countries, Belarus and Ukraine—that is, how they have dealt with the challenges posed by internal economic and political reform and their relationships with Russia and the West. The book first examines how differing commitments to economic and political reform (reform is largely absent in Belarus) affect Belarusian and Ukrainian approaches to security. Belarusian President Aleksandr Lukashenko snuffed out Belarus's modest progress toward democracy and a free market economy and created an authoritarian regime shortly after being elected as president in 1994. His regime is a throwback to the Soviet era. Those advocating a stronger U.S. role in trying to bring democratic change to Belarus say that the country is important to the United States because Belarus is an obstacle to the U.S. goal of making Europe "whole and free." Another concern is Belarus's support for pariah regimes, including through arms sales. Relations between Belarus and the EU and United States have been particularly poor since Lukashenko's brutal repression of the opposition after fraudulent presidential elections in December 2010. The EU and United States have imposed strengthened sanctions against key Belarusian leaders, businessmen, and firms. Russia has taken advantage of this situation to increase its political and economic influence. This book examines new developments, relations and U.S. interests in Belarus.
